ベンチャー支援は、どうあるべきか？
日本の産業が沈んでいる。様々な理由が考えられるが、ベンチャー企業の発見や育成が成功していない事が災いしていると思われる。
ベンチャー企業は成長ステージによって支援ニーズも変わってくるが、重要なポイントは見立てと支援内容の２つであろう。
過去を遡れば経産省が見立てを誤ったと思われる事例が幾つか挙げられる。
例えば、マイクロプロセッサーに繋がるアイデアが日本で生まれたにも関わらず、アメリカに横取りされたという事例がある。私が言うまでもなく、見逃したというには余りにも大きな失策である。国家のGDPの何割かに貢献する規模のものである。
ベンチャー支援は、初期の見立てと将来展望こそ重要であって、場合により一ベンチャー企業を支援するという姿勢から脱却して国家の産業施策というレベルでの対応が必要である。このレベルでの支援は大手銀行やベンチャーキャピタルをも巻き込んだ体制で行うことが必要であり、素早く強力な支援が必要である。
そして、一つのベンチャー企業の支援ではなく、一つの産業を興すという視点から、特許や技術の公開とライセンスの問題が生じるので、国の主導の適否が産業の成長ステージの進行と共に重大な影響を及ぼすであろう。場合により、国が特許や技術を買い取る必要も出てくるだろう。
What should venture support be like?
Japan's industry is sinking. There are various possible reasons for this, but a lack of success in discovering and nurturing venture companies is thought to be to blame.
The support needs of venture companies change depending on the growth stage, but the two key points are assessment and the content of support.
Looking back at history, there are several cases where METI seems to have made a wrong assessment.
For example, there was the case where the idea that led to the microprocessor was born in Japan, but was stolen by the United States. Needless to say, this was too big a mistake to have been overlooked. It was something that would have contributed to a certain percentage of the country's GDP.
In supporting ventures, initial assessment and future prospects are important, and in some cases it may be necessary to move away from the stance of supporting a single venture company and respond at the level of national industrial policy. Support at this level needs to be undertaken in a system that involves major banks and venture capital firms, and swift and powerful support is required.
And since the issue of disclosing and licensing patents and technologies will arise from the perspective of creating an industry, rather than supporting a single venture company, the appropriateness of government leadership will have a major impact as the industry progresses through the growth stages. In some cases, the government may need to purchase patents and technologies.
