国家統治の求心力の基本
古代中国の管仲だったと記憶しているが、国民の信頼を得る基本は、統治者が先に国民に利を与える事だという。成果が何時出るのか分らない治水や灌漑の工事を命じても、信頼が得られていなければ国民の協力は得られないし、労働を強制すれば反駁されるだろう。
ところで、この基本を知らないか忘れている人がいるようだ。この基本から外れて長時間が経過すると、国家は分裂するか内乱が起きるので、統治者は要注意である。連邦国家であれば、連邦は崩壊する。
