Japan (Security/Defense) Why did North Korea launch missiles so many times in a row?

2022-02-11 | Defense & Security

Welcome to Issues in Japan.

In January of this year, North Korea launched missiles seven times.

Why did North Korea launch missiles so many times in a row?

I would like tentatively to share the article contents of PRESIDENT Online by Mr. Atsushi Miyata, a journalist.

The title is:
Why North Korea keeps launching missiles no matter how many times it is criticized.
Neither preemptive strike nor suspension of development will lead to regime collapse.

According to journalist Atsushi Miyata:

The missile launches this time were mainly carried out by the development department, not the military, and their purpose was not to provoke but to strengthen military power.
North Korea is unable to stop the launch tests because if it stops developing missiles, its regime will collapse.

On January 30, North Korea launched a missile for the seventh time this year.
In response to the repeated ballistic missile launches, Japan, the U.S., and South Korea called for the full implementation of U.N. Security Council resolutions, and the U.S. Indo-Pacific Command issued a statement condemning the launch as "illegal weapons development."

..............

This suggests that the recent missile launch was not a military provocation, but was aimed at strengthening military power.

The missile launched on the January 30th is believed to be a "Mars 12" medium-range ballistic missile. The Korean Central News Agency reported that the launch "confirmed the accuracy, safety and operational effectiveness of the Mars 12 weapon system to be produced in the future. The Mars 12 has not been launched since September 2017. It has a range distance of around 5,000 kilometers and Guam is believed to be within its range.

..................................

The main reason for North Korea's continued missile development is its relationship with the United States.

In order for North Korea, a small country with nothing, to coexist with the United States, it must keep the U.S. in check and, in the event that war breaks out, it must always have enough military power to inflict serious damage that the U.S. would not be able to ignore.

............

However, since the armistice of the Korean War, North Korea has created numerous "crises" against the United States and then brought them to an end.

.................

North Korea's approach is to intentionally create a hair-trigger situation, but not to develop it into a war.

And the United States has always made concessions.

.......................

As long as Japan and South Korea are being held hostage by North Korea, the United States will not be able to do anything about it.

The reason why North Korea, which is caught between the major powers of China, Russia, and the United States, has been able to avoid the danger of regime collapse due to external pressure is largely due to its acceptance and use of its position as a buffer zone between the Chinese and U.S. militaries, as well as the strengthening of its own deterrence.

...................................

This means that North Korea is still under the strong influence of China.

For China, there is no need for Kim Jong-un to be the supreme leader or for the country's name to be the Democratic People's Republic of Korea.

......................

But even so, a US attack on North Korea would mean a confrontation with China.

This is because the Treaty of Friendship, Cooperation and Mutual Assistance between China and North Korea has an "automatic intervention clause."

..............................

For this reason, if the U.S. is thinking of using force against North Korea, it needs to obtain assurances from China in advance that it will not intervene in any way.

..................................

Against this backdrop, since the Korean War armistice, the United States has interfered with North Korea only at the level of dispatching several aircraft carriers to the waters near the Korean Peninsula and sending strategic bombers and fighter jets over South Korea.
...............................................

But even if it were a pinpoint strike, North Korea would not remain silent.
It may decide to launch a missile into Japan's territorial waters.
This is because Japan, which does not have the means to attack North Korea and can only say "regrettable" no matter what happens, would not carry out further retaliatory attacks.

The North Korean military is an army with low morale among its soldiers and an inability to update its equipment.

However, it has focused its budget on nuclear development and ballistic missile development, and has actually perfected new missiles.

........................................

A missile attack on Japan or the U.S. would invite a massive counterattack from the U.S., which would also lead to the collapse of the regime.

It is this "weakness" that should be attacked in negotiations with North Korea.
It will eventually be necessary to apply enough military pressure to make North Korea squeal, as well as to negotiate for denuclearization, knowing that China will oppose such a move.
