大兄皇子、前有緣事、不關賜國、晩知宣勅、驚悔欲改、令曰「自胎中之帝置官家之國、輕隨蕃乞、輙爾賜乎。」乃遣日鷹吉士、改宣百濟客。使者答啓「父天皇、圖計便宜、勅賜既畢。子皇子、豈違帝勅、妄改而令、必是虛也。縱是實者、持杖大頭打孰與持杖小頭打、痛乎。」遂罷。於是、或有流言曰「大伴大連與哆唎國守穗積臣押山、受百濟之賂矣。」
≪英訳≫
Prince Ōe (who would later become Emperor Ankan) was initially unaware of the imperial decree concerning the land grant due to earlier circumstances. When he eventually learned of the decree, he was shocked and sought to reverse the decision. He issued an order, saying, “Since the reign of Emperor Ōjin, lands under the imperial control have been governed carefully. How could we so easily give them away to a neighboring country based on their demands?”
To address the matter, he sent Hitaka no Kishi as an envoy to relay the message to the representatives of Baekje. However, the Baekje envoy responded, “Your late father, the Emperor, carefully considered the situation and granted the decree. It is a matter of the past now. How can the Emperor’s son go against the imperial decree and attempt to reverse the decision? This must surely be false. But even if it is true, consider this: which is more painful, to be struck with the thick end of a cane or the thin end? (This was a metaphor suggesting that an imperial decree weighs heavier than a prince’s command.)”
With that, the envoy returned to Baekje.
At that time, rumors circulated that Ōtomo no Ōmuraji and Tara no Kunimori, along with Hozumi no Omi Oshiyama, were accepting bribes from Baekje.
≪この英文の和訳≫
大兄皇子(おおえのみこ 後の安閑天皇）は、先に事情があって、国を賜うことに関わられず、あとになって勅宣(みことのり)のことを知られた。驚いてその決定を覆そうとしました。そして、「応神天皇の時代から、帝の支配する土地は慎重に管理されてきた。隣国の要求に応じて、それを軽々しく与えてしまうなどできるはずがない」と宣言しました。
そこで、大兄皇子は日鷹吉士(ひたかのきし)を使者として送り、改めて百済の使者にその旨を伝えました。しかし、百済の使者はこう答えました。「先代の天皇（大兄皇子の父上）は、慎重にこの状況をお考えになり、その上で勅令をお出しになられました。それはすでに過去のことです。どうして皇子であるあなたが、天皇の勅令に逆らい、それを覆そうとされるのでしょうか。それは偽りに違いありません。たとえそれが事実であっても、太いの端で叩かれるのと、細い棒の端で叩かれるのでは、どちらが痛いでしょうか？（天皇の勅令は重く、皇子の命令は軽いというたとえ）」。
こうして、百済の使者は帰国しました。
その頃、世間では「大伴大連(おおとものおおむらじ)と哆唎国守(たりのくにもり)の穂積臣押山(ほづみのおみおしやま)とは、 百済から賄賂をとっている」という流言がありました。
