道州制のメリット
現在の我が国の中央集権体制は非効率で無駄が多い。地方の細かなニーズを霞ヶ関は把握する事が出来ず、政策に対する成果を求める熱意も殆ど感じることは出来ない。
時代の変化が激しくて深い権力構造では対応が難しくなっている。
そこで提案されているのが道州制である。道州制により、全国を６～７のブロックに分け分割統治に切り替えれば、多くのメリットを享受する事ができるだろう。筆者が想定する道州制の前提条件は道州への大胆な税源の委譲である。
考えられるメリットを列挙すると次のようになる。
（１）行政コストを抑える事が出来る。
（２）我が国の活性化に繋がる。
（３）社会の環境変化への対応が早くなる。
（４）行政コストが低くなるので、減税する事ができる。
（５）政治の舞台が地方に移転するので、国民の政治参加が活発になる。
Advantages of the prefectural system
Japan's current centralized system is inefficient and wasteful. Kasumigaseki is unable to grasp the specific needs of local areas, and there is little enthusiasm for policy results.
The times are changing rapidly, and it is becoming difficult for the deep power structure to keep up.
That is why a prefectural system has been proposed. Under this system, the country would be divided into six or seven blocks and a switch to divided rule would bring about many benefits. The prerequisite for the prefectural system that the author envisions is a bold transfer of tax sources to the prefectures and states.
The possible benefits can be enumerated as follows:
(1) Administrative costs can be reduced.
(2) It will lead to the revitalization of our country.
(3) We will be able to respond more quickly to changes in the social environment.
(4) Because administrative costs will be lower, taxes will be reduced.
(5) The political arena will be relocated to the regions, leading to more active political participation among the public.
