公私混同
公務員には産業界から様々な公私混同の誘惑があるだろう。接待ゴルフや食事会の招待、タクシー代の支払い、お中元やお歳暮の品々等無数にある筈だ。
公僕が業務上当たり前に行う事でも、企業にとっては涙が出るほど有り難ければ、何らかのお礼をしたくなるのも人情という訳である。
このように公私混同には、極めて自然な誘引が潜在している訳である。しかしながら、公私混同を放置していると、組織腐敗が進行し組織のパフォーマンスが低下するだけではなく、国民への奉仕どころか苛政に繋がっていくので注意が必要である。
上に例を挙げた公私混同は他愛無いものだが、プーチン氏のように自分の満足のために国家を利用するに至っては論外である。また、中国の習近平氏のように、自身の保身のために自分の周りを子飼いの部下で固めるといった公私混同もある。
岸田総理の息子が、首相公邸で忘年会を行ったとのことだが、公邸は首相の住居との事なので、私の部分に該当するだろう。しかしながら、公邸は日本国の所有物なので、完全な私という訳でもない。首相個人としては、グレーな場合は安全サイドの判断をする方が良いと思う。
岸田総理は、本人に厳重に注意したと言っているが、本来、本人の翔太郎氏が釈明する事が筋ではないだろうか。
Mixing of public and private affairs
There will be various temptations from industry for mixing of public and private affairs with civil servants. There must be a myriad of things such as entertainment golf, invitations to dinner parties, payment for taxis, gifts for mid-year gifts and year-end gifts.
It is human nature to want to make the company a present in some way, even if it is something that public servants do as a matter of course in the course of business, if the company thanks them.
In this way, there is an extremely natural inducement latent in the confusion of public and private matters. However, if mixing of public and private affairs is left unattended, not only will organizational corruption progress and organizational performance will decline, but it will lead to cruel government rather than service to the people. So, we should be carefull.
The above example of mixing public and private matters is trivial, but it is out of the question for Mr. Putin to use the state for his own satisfaction. In addition, there is confusion between public and private matters, such as Mr. Xi Jinping of China, who surrounds himself with subordinates who take care of him in order to protect himself.
It is said that Prime Minister Kishida's son held a year-end party at the prime minister's official residence, but since the official residence is the prime minister's residence, it would fall under his private home. However, since the official residence is owned by the Japanese state, it is not completely him. Personally, I think it is better to make decisions on the safe side when things are gray.
Prime Minister Kishida said that he had severely warned his son, but I think it should be reasonable for Mr. Shotaro to explain himself.
