Japan's fatal flaw that prevents it from ever winning in cyber warfare.

On April 26, the Liberal Democratic Party submitted to the government a "Proposal for the Formulation of a New National Security and other Strategies".
The proposal covers such issues as "counterattack capability," "target of 2% or more of GDP," "advanced technology," "hybrid warfare," and "cyber warfare," all of which are necessary for the development of defense capabilities in the future.
However, the proposal is based on the premise of "Exclusively Defense-Oriented Policy," which makes the proposal lack the finishing touch.
Let me conclude. Cyber warfare cannot be fought with an Exclusively Defense-Oriented Policy.
