『古事記』仁徳天皇 2
又伇秦人、作茨田堤及茨田三宅、又作丸邇池・依網池、又掘難波之堀江而通海、又掘小椅江、又定墨江之津。
於是天皇、登高山、見四方之國詔之「於國中烟不發、國皆貧窮。故自今至三年、悉除人民之課伇。」是以、大殿破壞、悉雖雨漏、都勿脩理、以椷受其漏雨、遷避于不漏處。後見國中、於國滿烟、故爲人民富、今科課伇。是以百姓之榮、不苦伇使。故、稱其御世謂聖帝世也。

During this era, the people of Qin (China) made Umarada embankments and Umarada granary. They also made Wani Pond and Yosami pond. They dug the Naniwa moat and connected it to the sea. They also dug the Obashi River and established the port of Sumi no E
Then, the Emperor ascended Mt. Takayama and saw the countries in all four directions. There was no smoke rising from the countries, indicating that all the nations were impoverished. Therefore, he issued a proclamation, saying, 'For the next three years, relieve the people of all burdens and taxes.' Consequently, the grand palace fell into disrepair, even with leaks during rainfall, no repairs were undertaken. Instead, he used containers to catch the rainwater and moved to places where there were no leaks. Later, when he observed the countries, smoke filled the land, and the people became prosperous. Taxes were then imposed. Thus, the well-being of the people was achieved without subjecting them to hardship. Therefore, his reign was called the reign of a virtuous emperor.
≪この英文の和訳≫
この時代、大陸から来た秦（はた）の人々を使って、茨田(うまらだ)の堤や茨田の御倉を築かせ、また丸縁(わに)の池や依網(よさみ)の池を造らせ、さらに難波の堀江を掘って海に通じるようにし、小椅(おばし)の江も掘り、墨江(すみのえ)の船着場を定められました。
ある時、天皇は高い山に登られ、四方を見渡して「国内には煙が立ち昇っていない。これは国がすべて貧しいからだ。だから今から三年間、人々の租税と労役をすべて免除しよう」とおっしゃいました。このために宮殿は破れ、雨漏りしましたが、修繕は行われませんでした。雨漏りする所に樋(ひ)を設け、漏らない部分にお移りになられました。
後になって天皇は国全体を視察されると、国が煙で満たされていました。そこで人々が豊かになったと考え、初めて租税と労役を命じられました。そのため人々は栄え、労役に出る際も苦労しませんでした。この時代は「聖の御世」と称えられることとなりました。
