聖明王謂之曰「任那之國與吾百濟、自古以來約爲子弟。今、日本府印岐彌謂在任那日本臣名也既討新羅、更將伐我、又樂聽新羅虛誕謾語也。夫遣印支彌於任那者、本非侵害其國。未詳。往古來今、新羅無導、食言違信而滅卓淳。股肱之國、欲快返悔。故遣召到、倶承恩詔、欲冀興繼任那之國猶如舊日永爲兄弟。竊聞、新羅・安羅兩國之境有大江水、要害之地也。吾欲據此修繕六城、謹請天皇三千兵士毎城充以五百幷我兵士勿使作田而逼惱者、久禮山之五城庶自投兵降首。卓淳之國亦復當興。所請兵士、吾給衣粮。欲奏天皇其策一也。猶於南韓置郡令・城主者、豈欲違背天皇遮斷貢調之路。唯庶、剋濟多難殲撲强敵、凡厥凶黨誰不謀附。北敵强大、我國微弱。若不置南韓郡領・城主修理防護、不可以禦此强敵、亦不可以制新羅。故猶置之攻逼新羅、撫存任那。若不爾者、恐見滅亡、不得朝聘。欲奏天皇、其策二也。又吉備臣・河內直・移那斯・麻都猶在任那國者、天皇雖詔建成任那不可得也。請、移此四人各遣還其本邑。奏於天皇、其策三也。宜與日本臣・任那旱岐等倶奉遣使、同奏天皇乞聽恩詔。」
於是、吉備臣・旱岐等曰「大王所述三策、亦協愚情而已。今願、歸以敬諮日本大臣謂在任那日本府之大臣也・安羅王・加羅王、倶遣使同奏天皇。此誠千載一會之期、可不深思而熟計歟。」

King Seimei (聖明王) spoke and said, “From ancient times, Mimana (任那) and our country, Baekje (百済), have had a relationship like that of siblings. Now, Inkimi (印岐弥), the commander of the Japanese government, has already defeated Silla (新羅) and is now planning to attack Baekje as well. Furthermore, he is willingly deceived by Silla’s false claims. Sending Inkimi to Mimana was surely not to harm that country. Since long ago, Silla has acted unjustly and deceitfully, destroying the country of Tokujun (卓淳). Even if we seek to form an alliance and offer help, in the end, we will regret it.
Therefore, I have gathered everyone here to share the emperor’s benevolent decree. My wish is to restore Mimana and maintain a long-lasting brotherly relationship as it was before. I have heard that there is a large river between Silla and the country of Ara (安羅), and that it is a strategic location. Against Silla’s five fortresses, I intend to build six fortresses here. I wish to request 3,000 soldiers from the emperor, assigning 500 to each fortress, and combining them with our own forces. If we prevent the Silla people from farming, they will be left in distress. In time, the five fortresses of Silla’s Kureyama (久礼山) will surrender of their own accord, and Tokujun will also rise again.
As for the soldiers sent from Japan, I will provide them with clothing and food. This is the first plan I intend to present to the emperor.
Additionally, Baekje establishing district governors (郡令) and castle lords (城主) in Lower Han (下韓, Arushikara) is not in defiance of the emperor, nor does it disrupt the path of tribute and offerings. My wish is to overcome the many hardships and defeat our powerful enemy, Goguryeo (高句麗). Silla, being the treacherous group it is, will likely seek alliances wherever it can. The northern enemy, Goguryeo, is strong, and our country is weak. If we do not station district governors and castle lords in Southern Han (下韓, Arushikara), we will not be able to defend ourselves against this strong enemy. Nor will we be able to guard against Silla.
For this reason, we must attack Silla in order to secure the existence of Mimana. If we do not, we may be destroyed, and no longer able to serve the emperor. This is the second plan I intend to present.
Moreover, as long as Kibi no Omi (吉備臣), Kawachi no Atei (河内直), Enashi (移那斯), and Matsu (麻都) remain in Mimana, even if the emperor orders the restoration of Mimana, it will not be possible. I wish to request the emperor to relieve these four men of their positions and send them back to their original lands. This is the third plan I intend to present.
Send envoys along with the ministers of Yamato (日本), and the governors of Mimana (任那), and request the emperor to grant a benevolent decree for all of us.”
The governors (旱岐) replied:
“Your Majesty’s three strategies align with our own thoughts. We ask that you also inform the Great Minister (大臣) of Yamato, the King of Ara, and the King of Kara, and send a united envoy to present this to the emperor. This is truly a once-in-a-lifetime opportunity, and we must carefully consider and carry it out.”
≪この英文の和訳≫
聖明王は語って言った。「古来、任那（みまな）と我が国の百済（くだら）は兄弟のような関係であった。今、日本府の印岐弥（いきみ）はすでに新羅（しらぎ）を討ち、さらに百済も攻めようとしている。また、彼は自ら進んで新羅の虚偽の主張に騙されている。印岐弥を任那に送ったのは、その国を害するためではない。昔から新羅は不正を行い、嘘を用いて卓淳（とくじゅん）を滅ぼした。たとえ我々が協力して助けようと申し出たとしても、最終的には後悔することになるだろう。
そこで皆を呼び集めて天皇の恩詔を伝える。私の願いは任那を復興し、以前のように長く兄弟の関係を保つことである。聞くところによると、新羅と安羅（あら）の間には大きな河があり、それは要所であるという。新羅の五つの城に対して、こちらに六つの城を築こうと考えている。天皇に三千の兵を請うて、それぞれの城に五百人ずつ配置し、我々の兵も加えよう。新羅の民に耕作をさせず困らせれば、やがて新羅の久礼山（くれやま）の五つの城は自ら兵を捨てて降伏するであろう。そうすれば卓淳の国もまた復興するであろう。日本から派遣された兵には、私が衣食を支給するつもりである。これが天皇に奏上しようと思う第一の策である。また、百済が下韓（あるしから）に郡令（こおりのつかさ）や城主を配置することは、決して天皇に対する反逆ではなく、貢ぎ物の道を断つことにもならない。我が願いは、多くの困難を乗り越え、強敵である高句麗（こうくり）を討つことである。新羅のような凶党は、誰とでも連携しようと考えるだろう。北の敵である高句麗は強大であり、我が国は弱小である。もし南韓（下韓）に郡令や城主の守備を置かなければ、この強敵を防ぐことはできないし、新羅を防ぐこともできない。だからこそ、新羅を攻めて任那を守ろうとしているのである。そうしなければ、恐らく滅びてしまい、天皇に仕えることすらできなくなることを奏上したい。これが第二の策である。
さらに、吉備臣（きびのおみ）、河内直（かわちのあたい）、移那斯（えなし）、麻都（まつ）がいつまでも任那にいるようでは、たとえ天皇が任那の復興を命じられても実現は不可能である。これら四名を解任し、元の国に戻すよう願い出たい。これが第三の策である。
日本（やまと）の大臣（おおおみ）、任那の旱岐（かんき）たちと共に使者を派遣し、皆で天皇の恩詔を賜るようお願いせよ。」旱岐たちが答えた。「大王の三つの策は、我々の考えとも一致しております。願わくば、日本（やまと）の大臣（おおおみ）、安羅（あら）の王、加羅（から）の王にも申し上げ、合同で使者を派遣し、天皇に奏上いたしましょう。これは誠に千載一遇の好機であり、慎重に考え、確実に実行しなくてはなりません」。
