The Ukraine’s central bank said it was removing the Big Four firm from its authorised register because it verified misrepresented financial statements of the leading Ukrainian retail and commercial bank, PrivatBank.
PrivatBankは、54億ドルの資本不足がNBUによって明らかとなり、2016年に国有化されました。PwCは2007年から2015年まで同銀行を監査していました。
PrivatBank was nationalised in December 2016 after the NBU identified a $5.4bn capital shortfall in its finances. PwC audited PrivatBank from 2007 until 2015.
「PwCの監査報告書は、PRIVATBANKが直面していた信用リスクへのエクスポージャーを強調することを怠り、そのことにより、同銀行が破綻宣告を受け、国有化され、国に多大な資本増強コストを負担させるという結果を招いた」といってＮＢＵはＰｗＣを批判しています。
In a statement announcing the removal of the firm, NBU said, “The audit report issued by PricewaterhouseCoopers Audit LLC failed to highlight the credit risk exposure faced by PRIVATBANK PJSC, which led to the bank being declared insolvent and nationalised, with substantial recapitalisation costs borne by the state.”
NBUは、2015年から16年にかけて、監査指針違反で９つの監査事務所を処分しているそうです。
In 2015-2016, the NBU barred a total of nine accounting firms from auditing banks for audit policy violations.

The rationale behind this decision was PricewaterhouseCoopers Audit LLC’s verification of misrepresented financial information in the financial statements of CB PRIVATBANK PJSC. In particular, this concerns information on credit exposure and regulatory capital reported by the bank.
The audit findings by PricewaterhouseCoopers Audit LLC failed to highlight risks faced by PRIVATBANK PJSC, which led to the bank being declared insolvent and nationalized, with substantial recapitalization costs borne by the state.
これをみると、財務諸表の本表が間違っていたというよりは、注記項目が虚偽記載だったようですが、確かなことはわかりません。
Ukraine central bank wants to widen ban on local PwC unit（ロイター）
このロイターの記事によると、処分内容はさらに拡大され、ウクライナ国内で監査ができなくなるおそれもあるようです。
Ukraine's central bank is to ask the Auditing Chamber of Ukraine to delist the local unit of PwC, a move that would effectively strip the global accounting firm of the ability to audit companies in the country.
The move on Monday comes days after the central bank withdrew PVC's right to audit Ukrainian banks, as punishment for what the central bank says was PwC's failure to flag risky lending practices at the country's largest lender, PrivatBank.
