民主主義のマイナス要因
民主主義は独裁政権から可能な限り遠ざかるために考案された制度である。民意を可能な限り反映させるためには、良いシステムであるが、政治的民度が成熟していない場合、その長所が発揮できず、ある種のマイナス要因もあるようだ。
それらを列挙すると次のようになる。
（１）政策の意志決定が遅くなる
（２）その結果、時代の変化に対する即応性が損なわれる
（３）選挙の実施のためや政権当事者が短期間で変わる事により、実効性が低下しコスト高になる
（４）衆愚制や金権制に移行する可能性が常にある
（５）政治活動の目的が選挙対策になりかねず、政治活動や判断が、高次・長期の視野を欠くものになる傾向がある
以前、民主主義は政治的民度によってパフォーマンスが変わる事を述べたが、日本では未だ政治的民度は高くなく、年齢が下がるに連れて、更に下がりつつあると懸念している。
明治維新の欧米追随から、第二次大戦の敗北を受けて米国従属に意識が変わってしまったようだ。このような過去のしがらみを離れて、日本にあった政治システムを模索するのが良いと思うが如何であろうか？
Negative Factors of Democracy
Democracy is an institution designed to keep politics as far away from dictatorship as possible. It is a good system in order to reflect the will of the people as much as possible, but it seems that there are certain negative factors as it cannot demonstrate its strengths if the political cultural level is not mature.
Listing them is as follows.
(1) Policy decision-making slows down
(2) As a result, responsiveness to changes in the times is impaired
(3) Reduce effectiveness and increase costs due to elections and short-term changes of government
(4) There is always the possibility of shifting to ochlocracy or plutocracy
(5) The purpose of political activities may become election measures, and political activities and decisions tend to lack high-order and long-term perspectives
At one time, I mentioned that the performance of democracy changes depending on the political cultural level, but I am concerned that the political cultural level is still not high in Japan, and it is going down further as the age goes down.
After the Meiji Restoration, Japan followed the United States and Europe, but after the defeat in World War II, Japan's consciousness changed to subordination to the United States. I think it would be a good idea to get rid of the ties of the past and search for a political system that suits Japan.
