超ベンチャー企業の創出法
日本のGDPが停滞している。日本の産業育成の能力が弱いからである。しばしば聞く話であるが、日本は研究開発力は超一流なのに、事業化能力は極めて低いという事である。また、日本ではイノベーションは技術分野の変革と同義であるとも言われる。ベンチャーキャピタルはどうかというと、投資資金の回収を急ぎすぎるようだ。
ベンチャー企業にも色々あるが、売上げが数百億円から、数十兆円、或いは国家経済に影響を及ぼすレベルのものまである。私が論じたいのは、国家経済に影響を及ぼすような事業を担う企業を超ベンチャーの事である。
超ベンチャーの場合に起こりうる事を記すと次の通りである。
（１）技術シーズを持っているベンチャー企業単独では、全ての事業領域をカバーする事ができない。
施策：産業立上げCDを新設し事業全体のロードマップを作成する。その上で事業に参加する企業の募集及び各種の経営資源の調達を行う。
（２）ベンチャー企業が研究開発にばかり注力している。
施策：ベンチャー企業との契約の上で、研究開発と事業化を分離する。
（３）事業化資金が巨額であり、調達は極めて難しい。
施策：産業立上げCDが中心になり、政府、金融、産業界に働きかけて調達する。
（４）事業の成長ステージが進むにしたがって経営に必要なスキルが変化する。
施策：コア事業は政府又は業界団体が経営のモニタリングを行い、人事権を行使する。
How to create super venture companies
Japan's GDP is stagnating. This is because Japan's ability to develop industry is weak. We often hear that Japan has top-notch research and development capabilities, but its ability to commercialize is extremely low. It is also said that in Japan, innovation is synonymous with change in the field of technology. As for venture capital, it seems that they are in too much of a hurry to recover their investment funds.
There are many types of venture companies, but their sales range from tens of billions of yen to tens of trillions of yen, or even to the point where they can affect the national economy. What I would like to discuss is a super venture company, a company that is responsible for business that can affect the national economy.
The following can happen in the case of ultra-ventures.
(1) A venture company that has the technological seeds cannot cover all business areas on its own.
Measures: An industry start-up CD is established to create a roadmap for the entire business. It will then recruit companies to participate in the business and procure various management resources.
(2) The venture company is only focused on research and development.
Measures: R&D and commercialization will be separated in contracts with venture companies.
(3) The amount of commercialization capital is huge and extremely difficult to raise.
Measures: The industry start-up CD will take the lead in approaching the government, finance, and industry to raise capital.
(4) The skills needed for management change as the business progresses through the growth stage.
Measures: The government or industry associations will monitor the management of core businesses and exercise personnel authority.
