Former Prime Minister Shinzō Abe, who delivered the keynote address at the symposium, warned that “the balance of power” in East Asia “is very different now” than it was before. “Japan must act,” Abe declared, adding “Japan must work to defend itself and must maintain the power needed to prevent war from breaking out in the first place.”
