『日本書紀』継体天皇 17
天皇、詔大伴大連金村・物部大連麁鹿火・許勢大臣男人等曰「筑紫磐井、反掩、有西戎之地。今誰可將者。」大伴大連等僉曰「正直・仁勇・通於兵事、今無出於麁鹿火右。」天皇曰、可。
秋八月辛卯朔、詔曰「咨、大連、惟茲磐井弗率。汝徂征。」物部麁鹿火大連再拜言「嗟、夫磐井西戎之姧猾、負川阻而不庭、憑山峻而稱亂、敗德反道、侮嫚自賢。在昔道臣爰及室屋、助帝而罰・拯民塗炭、彼此一時。唯天所贊、臣恆所重。能不恭伐。」
詔曰「良將之軍也、施恩推惠、恕己治人。攻如河決、戰如風發。」重詔曰「大將、民之司命。社稷存亡於是乎在。勗哉、恭行天罰。」天皇親操斧鉞、授大連曰「長門以東朕制之、筑紫以西汝制之。專行賞罰、勿煩頻奏。」

The Emperor issued a decree to Ōtomo no Ōmuraji Kanamura, Mononobe no Ōmuraji Arakai, and Kose no Ōomi Ohito, saying, “Tsukushi’s Iwai has rebelled and taken control of the western lands. Who should be appointed as the general to lead the forces?”
Ōtomo no Ōmuraji and the others all responded, “In terms of honesty, courage, and military expertise, there is no one who surpasses Arakai.” The Emperor agreed, saying, “That is good.”
On the first day of the eighth month, the Emperor issued another decree, saying, “Ōmuraji, Iwai has defied us. Go and defeat him.” Mononobe no Arakai Ōmuraji bowed deeply twice and responded, “Iwai is a cunning man from the far west. He uses the difficult terrain of rivers and mountains to avoid submission and incites rebellion. He has turned away from virtue and is arrogant and self-important. My family has always fought for the Emperor, from the past to the present. Rescuing the people from suffering has always been our mission. I deeply value the assistance of Heaven and will humbly carry out the attack.”
The Emperor said, “A good general treats his soldiers with kindness and compassion. When he attacks, it is like a flood; when he fights, it is like a storm.” He also said, “A general holds the lives of his soldiers in his hands and determines the fate of the nation. Carry out Heaven’s justice with care.”
The Emperor then personally handed Arakai the commander’s axe and seal, saying, “I will govern everything east of Nagato. You shall govern everything west of Tsukushi. You have full authority over rewards and punishments, and there is no need to frequently report back to me.”
≪この英文の和訳≫
天皇は、大伴(おおとも)の大連(おおむらじ)金村(かねむら)、物部(もののべ)の大連(おおむらじ)麁鹿火(あらかい)、許勢(こせ)の大臣(おおおみ)男人(おひと)に向けて詔(みことのり)を下し、「筑紫(つくし)の磐井(いわい)が反乱し、西の地を支配している。今、誰を将軍に任命すべきだろうか？」と言われました。
大伴の大連(おおむらじ)ら全員が答えて、「正直で勇敢であり、軍事にも精通している者の中で、今、麁鹿火(あらかい)より優れた者はいません」と答えると、天皇は「それがよい」と仰いました。
秋の八月の初め、天皇は詔(みことのり)を出し、「大連(おおむらじ)よ、磐井(いわい)が反乱を起こした。お前が行って討伐せよ」と命じられました。物部(もののべ)の麁鹿火(あらかい)大連(おおむらじ)は二度深くお辞儀をして、「磐井(いわい)は西の果てにいるずる賢い男です。彼は川や山の険しい地形を頼りにして服従せず、反乱を起こしています。道に反し、驕り高ぶっています。私の家系は、昔から今日まで、帝に仕えて戦ってまいりました。民を苦しみから救うことは、昔も今も変わりません。ただ、天の助けを得ることが私の重んじることです。謹んで討伐にあたります」と言いました。
天皇は「良い将軍は、出陣する際に兵士を慈しみ、思いやりを持って接するものだ。そして、攻撃する際は洪水のように、戦う時は風のように速く進め」と言い、さらに「大将は兵士の命を左右し、国家の存亡を握っている。慎んで天誅を加えよ」と重ねて命じられました。
天皇は自ら将軍の印綬である斧と鉞(まさかり)を大連に授け、「長門(ながと)より東は私が治めよう。筑紫(つくし)より西はお前が統治し、賞罰も全て任せる。一々報告する必要はない」と仰せらました。
＊「筑紫もち」を昭和52年に発売する際、「ちくし」と「つくし」、どちらの読みがよいか調べたところ、地元の人は「ちくし」と読み、地元以外の方は「つくし」と読むことがわかりました (RKB毎日)
