CMA launches review of the audit market

日本の公正取引委員会に相当する英国の競争・市場庁（CMA）が、監査市場への調査を開始したという記事。

The Competition and Markets Authority (CMA) has launched a review into the audit sector amid concern that it is not working well for the economy or investors

CMAは、監査市場が競争的であるか、そして、高い質を維持できるだけの十分な回復力があるかどうかを調べるとのことです。

The authority said it will examine whether the sector is competitive and resilient enough to maintain high quality standards.

英国では、大手建設会社カリリオンや大手小売業者BHSの破綻といった多くのスキャンダルにおいて、会計事務所にスポットライトがあたっています。

The probe comes at a time when accountancy firms have been in the spotlight for a number of scandals, including the collapse of the construction company Carillion and the retailer BHS.

大企業が監査人選任の際、いまだに、ほぼ例外なしにビッグ4事務所を選ぶのはなぜか、そして、ビッグ4事務所は「大きすぎてつぶせない」のかどうかについて、焦点を当てて調べるとこのとです。また、投資家ではなく、会社が監査人を選んでおり、そのことが、監査のパフォーマンスを厳しく検討しようというインセンティブの欠如につながっているのではないかという懸念にも対処するそうです。

The CMA said the probe will focus on why the largest companies still turn almost exclusively to one of the Big Four firms when selecting an auditor, and whether the firms are “too big to fail”. It will also address concerns that companies, rather than investors, pick their own auditors and whether this could result in a lack of incentive to produce challenging performance reviews.

もし、こうした領域において監査市場がうまく機能していないという証拠が見つかれば、それに取り組むための全ての対策案を綿密に調べるとのことです。

If it finds evidence that the market is not working well in these areas, the authority added, it will “scrutinise all proposals for tackling them”.

影の内閣の大臣であるJohn McDonnellが、労働党が政権を奪取したら、会計事務所セクターの抜本的な総点検を行う、ビッグ4によるカルテルの解体もあり得ると述べたそうです。

If Labour were to gain power, McDonnell has said the Big Four “cartel” could be broken up, according to the Financial Times.

ビッグ4は、多くの領域で利益相反の例を示している、彼らの役割に関する公衆の怒りに取り組んでいるとは思われないと述べています。

Ahead of the Labour Party conference, which kicks off this weekend, McDonnell said, “They have demonstrated that they have a range of conflicts of interest. I don’t think they have addressed the public anger about their role.”

労働党独自で、大学教授に依頼して、監査業界について調べているそうです。

He said he would not determine Labour’s plans for the Big Four until he received a report into the industry he commissioned from Prem Sikka, professor of accounting at the University of Sheffield.

この調査の報告書は業界に関して抜本的に検討するものとなるだろう、労働党は抜本的な解決策を求めていると述べています。

“It will be a radical review of the industry and we are looking for radical solutions,” he added. “There is a range of options.”
