評価するというのは肯定的な意味？

某国営ラジオを聴いていて疑問に思う事
アンケート調査の結果などで「評価する」を支持する、良いと思う、好感がもてる、のように肯定的に使い、「評価しない」を支持しない、悪いと思う、好感が持てない」という否定的な意味につかわれることに違和感がある。本来「評価する」という行動はある事象に対して判断を下す、簡単にいえば「善悪」「良否」の見解を指すのだと思うのだが？国語の専門家ではないのでこれ以上は深入りしないが、、

This strawberry jam is made in Japan, and is a product for the domestic.　I think that the necessity for a foreign language only receives understanding of an intention with foreigners.
Is an English display required for the goods which the Japanese company sells towards local? Moreover, what does this text want to tell consumers?
