Good Evening. I am Peter Bouckaert. I run the Emergencies Division at Human Rights Watch. When there's a crisis in the world, no matter where, we go in, right away.

I had the privilege to be present at the first Friday protests in Egypt. The night before, the government had shut down the Internet and mobile phone network, and arrested many activists. We watched in the city of Alexandria as the people came out of the mosques and began protesting, raising their hands to the police and shouting selmiya, selmiya—peaceful, peaceful. They were immediately and viciously attacked by the police. We saw people killed in front of us.

But after three hours, out of nowhere a new massive crowd of protesters, thousands and thousands, came. We were stunned and knew immediately: Egypt's police state had ended, and a new Middle East was being born. And we were going to be very busy over the next months.

The struggles of the Arab Spring belong foremost to the people of the region. We are awed by their bravery. We are humbled by their sacrifice. And above all, we are inspired to persevere on their behalf.
「アラブの春」の戦いは、第一に中東地域の人々のものです。私たちは人々の勇気に畏怖の念を抱き、人々の犠牲にかしこまり、そして何よりも彼らに代わって忍耐強くならねばという気にならされたものです。
As you saw from the film, “research” at HRW means real-time, on-the-ground investigations. It means producing information that is accurate, objective, fully verified, and beyond challenge. And it means working under huge time pressure to try to save lives.
皆さんが映像を見てお分かりのように、ヒューマン・ライツ・ウォッチの“調査”というのは、リアルタイムと現場での調査を意味します。そして正確で客観的、完全な裏付けを伴い、批判に耐えうる情報を提示することを意味し、更に命を救おうとする強烈な時間からの圧力を受けつつ行う作業であることを意味するのです。
My fellow staff members are people with extraordinary talents and extensive training. They have long professional histories covering their countries. We didn’t just begin work on Libya when the protests started. We have been covering the country closely for years. We had deep contacts in Libya at a time when most governments and journalists were still trying to figure out who the protesters or rebels were.
私の仕事仲間はとても才能にあふれ、幅広い訓練を受けた人たちで、それぞれの出身国を取材した、長い専門的経歴を持っています。私たちは抗議運動が始まった時に、リビアで活動を始めたわけではありません。何年も綿密にリビアを取材して来ているのです。殆どの政府やジャーナリストがまだ、誰が抗議者なのか反乱勢力なのか把握している時に、私たちはリビア内部の奥深くに情報提供者を持っていました。
My colleague Heba Morayef and I arrived in the eastern Libyan city of Benghazi just hours after Qaddafi forces had fled. The city was in a mood of raucous celebration, mixed with disbelief at what they had accomplished and a sense of fear about what was to come. But as we entered the courthouse, the seat of the revolution, the news that Heba Morayef of Human Rights Watch had arrived spread like wildfire and everyone stopped what they were doing to come greet her. Fathi Terbil, the lawyer who had sparked the Libyan revolution, was pulled out of meetings and came to shower Heba with tremendous affection.
同僚のヘバ・モレイエフと私は、カダフィ軍部隊がリビア東部のベンガジ市から逃げた数時間後には、そこに到着したんです。ベンガジは騒々しいお祝いムードに包まれていて、成し遂げたことへの驚きとこれから出て来るであろうことについての恐怖感が入り混じっていました。しかし、私たちが革命の中枢である、裁判所に入った時、ヒューマン・ライツ・ウォッチのヘバ・モレイエフが到着したというニュースは、野火のように広がり、誰もが作業中の手を止め彼女に挨拶に来たのです。リビア革命に火を付けた弁護士の、ファシ・テルビルは、会議を抜け出して来て、ヘバにとても大きな親愛の情を示していました。
Everyone knew about the work of Human Rights Watch. It was the most moving moment of my 14 years in this job, and a genuine affirmation of the impact we have.
誰もがヒューマン・ライツ・ウォッチの活動について知ってましたし、そのことは、この仕事について14年間で最も感動した、そして、私たちがもたらした影響を本当に確信した、瞬間でした。
Time and time again, the name Human Rights Watch opened doors for us. In Tripoli, I was negotiating access into a prison—a challenging task until the rebel commander in charge said, “Human Rights Watch, of course, Heba Morayef came to visit me as a prisoner in Abu Salim. You are welcome.” The same went for the most powerful man in town, the Tripoli rebel chief Abdulhakim Belhaj, whom we had also visited at Abu Salim prison a few years earlier.

We have these sorts of relationships around the world. Behind every report we put out are also our advocates, legal experts, editors and spokespeople. Together we have the right contacts in the corridors of power, from Washington to Ankara, from Geneva to Delhi. We make sure that the information in those reports has impact in places that matter and can make a real difference.

Human Rights Watch today is better able to respond to crises around the globe than it has been at any time in its history. That’s because of many of you in this room tonight. Your long-term support, and emergency contributions, made it possible for us to respond to the challenges of the Arab spring without lowering our commitment to the many other human rights issues we confront—in 90 countries worldwide. Few organizations can match the breadth or impact of our work on the most urgent issues of our time.

It has been an exhilarating and exhausting year. We have been arrested, expelled, bombed, and attacked. We have eaten more canned tuna and processed cheese than any human being should. We have seen the price paid in blood and suffering for the freedoms that have been won. We lost one of our own, the photographer Tim Hetherington, who worked with us on so many projects and who was killed in Libya.
この1年は爽快でありまた心身が消耗する年でした。私たちは逮捕され、国外追放され、爆撃をされ、襲撃されました。他の人間の誰よりもマグロの缶詰とプロセス・チーズを食べました。私たちは勝ち取った自由の代償を、血で払ったり苦しむ様を見てきました。私たちの仲間も失っています。ティム・へザリントンは多くのプロジェクトで私たちと一緒に活動した写真家でしたが、リビアで殺されてしまいました。
But we know that some of the hardest work still lies ahead, to consolidate the gains made and to continue to fight against the ongoing repression in Syria, Bahrain, Yemen, and so many other repressive countries. To keep responding in real time, to be there on the ground when history is happening, to document the abuses, to advocate for justice and human dignity, we're going to need your help. And a lot more canned tuna. Thank you so much.
