仮に世の中が、全て善人である場合、警察は不要となる。逆に全てが悪人である場合も警察は不要となる。というより、警察という概念が成り立たない。実際には、悪人が増えるに従って警察コストが上昇していくであろう。

If everybody in the world is good person, the police will not be needed. Conversely, if everybody is bad, the police are unnecessary. Rather, the concept of police does not hold. In reality, police costs will rise as the number of bad guys increases.
