八年春二月、新羅與任那相攻。天皇欲救任那。是歲、命境部臣爲大將軍、以穗積臣爲副將軍並闕名、則將萬餘衆爲任那擊新羅。於是、直指新羅、以泛海往之、乃到于新羅、攻五城而拔。於是、新羅王、惶之舉白旗、到于將軍之麾下而立。割多々羅・素奈羅・弗知鬼・委陀・南加羅・阿羅々六城以請服。時、將軍共議曰、新羅知罪服之、强擊不可。則奏上。爰、天皇更遣難波吉師神於新羅、復遣難波吉士木蓮子於任那、並檢校事狀。
爰、新羅・任那二國遣使、貢調。仍奏表之曰「天上有神、地有天皇。除是二神、何亦有畏乎。自今以後、不有相攻。且不乾般柁、毎歲必朝。」則遣使、以召還將軍。將軍等至自新羅。卽新羅亦侵任那。

In the eighth year, spring, second month, Silla (新羅) and Mimana (任那) waged war against each other. The Emperor sought to assist Mimana. That year, the Emperor appointed Sakai-be no Omi (境部臣) as the Supreme Commander and Ho-zumi no Omi (穂積臣) as the Vice Commander, leading a force of over 10,000 soldiers to attack Silla on behalf of Mimana.
The army set sail directly for Silla. Upon arrival, they attacked and captured five castles. The King of Silla, in fear, raised a white flag and stood beneath the general’s banner to surrender. He offered six castles—Tatara (多々羅), Sunara (素奈羅), Hotchikui (弗知鬼), Wada (委陀), Arishinokara (南加羅), and Arara (阿羅々)—in a plea for submission.
At that time, the generals convened and decided, saying, “Silla has admitted its wrongdoing and has surrendered. Forcing further attacks is unwarranted.” They reported this decision to the Emperor.
The Emperor then dispatched Naniwa no Kishi Miwa (難波吉士神) to Silla and Naniwa no Kishi Itabi (難波吉士木蓮子) to Mimana to investigate the situation.
Following this, both Silla and Mimana sent envoys to present tribute, and they submitted a formal declaration which stated:
“In the heavens, there is the deity, and on Earth, there is the Emperor. Aside from these two divine authorities, what else is there to fear? From now on, we will cease attacking one another. Furthermore, as often as the rudders of our ships dry, we will offer tribute every year.”
In response, the Emperor sent an envoy to summon the generals back. The generals returned from Silla.
However, Silla once again invaded Mimana.
≪この英文の和訳≫
八年春二月、新羅(しらぎ)と任那(みまな)が戦った。天皇は任那を助けたいと思し召された。この年、天皇は境部臣(さかいべのおみ)を大将軍に任じ、穂積臣(ほづみのおみ)を副将軍に任じられた。そして一万余りの兵を率いて、任那を救うため新羅を討つことを命じられた。
軍は新羅を目指して直ちに出航した。新羅に到着すると、五つの城を攻め落とした。これに恐れをなした新羅王は白旗を掲げ、将軍の旗のもとへ降伏しに来た。そして、多々羅(たたら)、素奈羅(すなら)、弗知鬼(ほちくい)、委陀(わだ)、南加羅(ありひしのから)、阿羅々(あらら)の六城を割譲し、降伏を願い出た。
その時、将軍らは議し「新羅は己の罪を認めて降伏している。これ以上無理に討つことは適当ではない」と決議した。そしてその旨を天皇に奏上した。
天皇は、難波吉士神(なにわのきしみわ)を新羅に遣わし、難波吉士木蓮子(なにわのきしいたび)を任那に遣わされ、事態を調べさせた。
その後、新羅と任那の両国は使者を遣わし、貢物を献じたうえで奏上し申し上げた。「天には神がおわします。地には天皇がおわします。この二柱の神をおいて、他に何を恐れましょうか。今後は互いに争うことをやめます。また、船の舵(かじ)が乾く間もないほど、毎年必ず朝貢をいたします」。
天皇はこの申し出を受け、使者を遣わして将軍を召還された。将軍らは新羅より帰還した。
しかしながら、その後、新羅は再び任那を侵略した。
