予算は政治的に合意された数字に過ぎない、KPMGなどが実態調査（economiaより）

Lack of investment breeds cynicism and distrust

KPMGと英国の会計士団体ACCAが実施した、経営計画、予算、予測の手続の有効性に関する調査の結果を紹介した記事。

この調査によると、インタビューを受けた世界中の900人の財務プロフェッショナルのうち、約半数（46％）は、自社の予算は、企業トップからの、政治的に合意された数値であり、運営上の現実と結びついていないと回答しているそうです。

According to research into the effectiveness of planning, budgeting and forecasting procedures by KPMG and the ACCA, almost half (46%) of 900 finance professionals interviewed around the globe say that their budget is a politically agreed number generated from the top of the business and not linked to operational reality.

3分の2近く（62％）が、予算は、ある時点を反映したものであり、期末日が近づくにつれ、急速に無意味なものになっていくと考えています。

調査によると、不正確なデータが状況を悪化させています。企業は、データ分析の効果的な利用において、困難に直面しており、3分の1近く（31％）が、データの質が、計画プロセスにおいてデータ分析を利用する最大の障害になっていると認めています。17％の回答者は、利用可能なデータに対する信頼の欠如により、経営者はデータを無視し、洞察（insight）ではなく、直観（instinct）に基づいて意思決定を行うようになっていると述べています。

Inaccurate data is not helping the situation, the research reveals. Businesses face difficulties in using data analytics effectively and nearly a third (31%) of the finance professionals admitted that the quality of the data was the biggest obstacle to using data analytics in their planning processes. Lack of trust in the data that was available, 17% said, had led management to ignore it and make decisions on instinct rather than insight.

そのほか、41％の回答者は、エクセル以外の計画ツールに投資したことがない、28％は、投資したが期待外れだったと述べているそうです。

日本のこの事件も、計画・予算プロセスに問題があったのでは・・・。
