米原発２基を廃炉に　三菱重工製の蒸気発生器事故

米国の電力会社が原発2基の廃炉を決定したという記事。

「米カリフォルニア州の電力会社、南カリフォルニア・エジソン（ＳＣＥ）は７日、三菱重工業製の蒸気発生器のトラブルによる事故で、昨年から運転を停止している同州南部のサンオノフレ原子力発電所の２号機と３号機を廃炉にすると発表した。ＳＣＥは早期再稼働を目指していたが、安全性を懸念する地元住民などの反発が強く、断念した。」

「この問題で、ＳＣＥの親会社であるエジソン・インターナショナルは三菱重工に対し、検査や補修費用としてこれまでに１億ドル（約97億円）以上を請求している。ＳＣＥは７日の声明で、廃炉に伴う損害賠償を三菱重工に求める方針を表明しており、三菱重工の負担がさらに膨らむ可能性もある。」

日経の記事では、この電力会社への財務的な影響についてふれていないので、親会社（上場会社です）のプレスリリースをみてみました。

第2四半期に、税引前で450百万ドルから650百万ドルの損失を計上するそうです。

In connection with the decision, SCE estimates that it will record a charge in the second quarter of between $450 million and $650 million before taxes ($300 million - $425 million after tax), in accordance with accounting requirements.

損失の内容はわかりません。

発電所の停止期間中に、代替電力のコストが５億ドル超、オペレーション・コストを加えると約８億ドル発生しているそうです。このような出血を止めるというのが廃炉の理由のようです。

Edison has been paying the cost of replacement power ― which Craver said has soared to more than $500 million to date ― as well as for the plant's ongoing operation costs, totaling about $800 million, while the plant sat idle.

このような費用は発生時に計上済みなのでしょう。

廃炉費用については、27億ドルを積み立てているそうです（2012年12月期の財務諸表をみるとAsset retirement obligationsという科目で2,782百万ドル計上されています）。この金額で廃炉費用の90％をカバーするそうです。

Although San Onofre's reactors will not fire up again, the waste will be stored on site for the foreseeable future. Fuel has already been removed from one of the plant's two units. It will be removed from the other unit and placed into spent fuel pools and eventually into long-term storage in dry casks.

Edison has been paying into a fund to cover the costs of decommissioning the plant. Craver said the fund stands at $2.7 billion, which will cover about 90% of the decommissioning process.

この発電所では、耐用年数を延ばすために2010年と2011年に蒸気発生器を交換しました。このプロジェクトに7億6850万ドルのコストがかかっていますが、電力料金に転嫁され利用者が支払っているところです。

Edison replaced the plant's steam generators in 2010 and 2011 in a bid to extend the plant's life because tubes in the old steam generators were wearing down. The project cost Edison and San Diego Gas & Electric ― the plant's minority owner ― a combined $768.5 million, passed on to ratepayers.

エジソン社は、発電所、燃料および関連資産に21億ドルを投資していますが、このコストを、株主、電気料金支払者、保険会社、三菱重工の間で、どのように負担するかについては、まだ決まっていません。

The company has $2.7 billion saved up for decommissioning, which is about 90 percent of what is required, he said. Edison shares ownership with San Diego Gas & Electric, which owns 20 percent, and the city of Riverside, which owns 1.79 percent.

Edison has about $2.1 billion invested in the plant, the fuel and related assets. Division of costs between Edison’s shareholders and ratepayers, its insurers and Mitsubishi Heavy Industries, which supplied the heat exchangers, has not been determined.

Regulatory assets、Regulatory liabilitiesという特殊な科目がBSに計上されています。料金規制産業独特の科目なのでしょう。この会社の場合、資産と負債の両方がかなり大きな金額で計上されています。

また、Nuclear decommissioning trustsという資産科目に約40億ドル計上されています。廃炉費用を外部積み立てしている科目のようです。
