Revelation 16:1

Revelation 16:1 And I heard a loud voice out of the temple, saying to the seven angels, Go and pour out the seven bowls of the fury of God into the earth.

The bowls here signify that though the seven last plagues, the plagues of the seven bowls, are the ultimate fury of God, His fury is limited; otherwise, the entire earth with its inhabitants would be destroyed. For the fulfillment of His eternal purpose, God, in His judgement upon the earth, still places a limit on His ultimate fury.
