考えてみると、どのような政治システムに於いても「野に遺賢なし」の状態であれば良いのであって、この問題に比べれば、選挙制度などは二の次の問題であろう。
日本に限定して論ずるなら、政治家は決して賢者とは言えないし、優秀な官僚ほど離職すると聞いている。国民の支持が得られない政府が存続し続けるのなら、民主主義が機能していないと言っても過言ではない。
政治の要諦は、人材を育てつつ有効に用いることである。
