組織は上から腐敗する
組織内での腐敗について、ここでは贈収賄、職権及び地位の乱用、情報操作、情報隠蔽等を想定している。
以前にお金と権力には魔物が忍び寄ると書いた事がある。どんな組織であっても、組織の規模が大きくなると、上層部の権力は巨大化するのが自然であって、ここに魔物が活躍する環境が整うのである。
したがって、耐腐敗性という観点からすると、組織規模は可能な限り小さい方が良いのである。しかし、組織設計のためには、業務上の生産性の観点で組織規模を評価する必要があるのは勿論である。
組織の腐敗は、組織の規模が大きくなるに連れて、腐敗の頻度及び腐敗の程度が酷くなる事が容易に推測出来るだろう。
このような理由により、大規模で組織変化の少ない安定した組織は腐敗しやすいので、何らかの腐敗対策を講じない限り、腐敗は組織劣化に繋がるので、注意する必要がある。更に腐敗の頂点に立つ人物が、保身に走る場合は、自らの権力を更に拡大し、周りをイエスマンで固めようとするので、注意が必要である。
人は組織内の立場によって、性格が変わる事は自然である。現在の中国やロシアでは、一人の権力者が長い期間、政権を握っているが、これは既に腐敗の段階にあると言っても良い。
中国やロシアのような、民意を反映する公正な選挙制度を持たない政体は危険である。その理由は、組織的な自浄機能を持っていないからである。
Any organization rots from the top
Corruption within an organization includes bribery, abuse of authority and position, manipulation of information, and concealment of information.
Earlier I wrote that money and power have demons creeping up on them. No matter what kind of organization, as the scale of the organization grows, it is natural for the power of the upper echelons to grow, creating an environment where demons can play an active role.
Therefore, from the standpoint of resistance to decay, the smaller the organizational scale, the better. However, for organizational design, it is of course necessary to evaluate the organizational scale from the viewpoint of business productivity.
It can be easily guessed that the frequency and degree of corruption in an organization increase as the scale of the organization increases.
For this reason, large-scale, stable organizations with little organizational change are prone to corruption, and unless some sort of anti-corruption measure is taken, corruption will lead to organizational deterioration, so care must be taken. Furthermore, if the person at the top of corruption tries to protect himself, he will try to expand his power and surround himself with yes-men, so be careful.
It is natural for a person's personality to change depending on their position within the organization. In present-day China and Russia, one powerful person has been in power for a long time, but it can be said that this is already in the stage of corruption.
Governments like China and Russia that do not have a fair electoral system that reflects the will of the people are dangerous. The reason is that they do not have an organized self-cleaning function.
