聖明王更謂任那日本府曰「天皇詔稱『任那若滅汝則無資、任那若興汝則有援。今宜興建任那、使如舊日、以爲汝助、撫養黎民。』謹承詔勅、悚懼塡胸、誓效丹誠、冀隆任那、永事天皇、猶如往日。先慮未然、然後康樂。今日本府、復能依詔救助任那、是爲天皇所必褒讚・汝身所當賞祿。又日本卿等、久住任那之國、近接新羅之境、新羅情狀亦是所知。毒害任那、謨防日本、其來尚矣、匪唯今年。而不敢動者、近羞百濟、遠恐天皇、誘事朝庭、偽和任那。如斯感激任那日本府者、以未禽任那之間、偽示伏從之狀。願今候其間隙、估其不備、一舉兵而取之。天皇詔勅、勸立南加羅・㖨己呑、非但數十年。而新羅一不聽命、亦卿所知。且夫信敬天皇、爲立任那、豈若是乎。恐卿等輙信甘言、輕被謾語、滅任那國、奉辱天皇。卿其戒之、勿爲他欺。」秋七月、百濟遣紀臣奈率彌麻沙・中部奈率己連、來奏下韓・任那之政、幷上表之。
四年夏四月、百濟紀臣奈率彌麻沙等罷之。秋九月、百濟聖明王、遣前部奈率眞牟貴文・護德己州己婁與物部施德麻奇牟等、來獻扶南財物與奴二口。
≪英訳≫
King Seimei (聖明王) spoke again to the Japanese administration of Mimana (任那日本府) and said:
“The Emperor has issued a decree saying, ‘If Mimana falls, you will lose your foundation. But if Mimana prospers, it will become your ally. Now, restore Mimana to its former state and use it as a source of support for the people.’ We humbly accept this imperial command, and our hearts are filled with awe. We vow to show our sincere loyalty and work hard to bring prosperity to Mimana, just as in the past, and to serve the Emperor forever. If we consider future possibilities carefully, peace and stability will follow. Now, if the Japanese administration can follow the imperial decree and help Mimana, you will certainly receive praise from the Emperor and be rewarded with gifts.
Also, the Japanese officials have been in Mimana for a long time and are familiar with the situation with Silla (新羅). Silla has long sought to harm Mimana and resist Japanese influence; this is not something that started only this year. However, they do not dare to act because they fear Baekje (百済) nearby and the Emperor from afar. They have been deceiving the court by pretending to be friendly with Mimana. Silla’s flattering of the Japanese administration in Mimana is merely a tactic because they have not yet conquered Mimana. It is only a false display of submission. Now is the time to look for weaknesses and take advantage of the situation. We should seize this opportunity to raise an army and defeat them.
The Emperor has long encouraged the establishment of Namgaya (南加羅) and Ketsukon (㖨己呑), and this has not been just for the past few decades. You all know that Silla has not followed these orders. As we have received the Emperor’s decree, it is not acceptable to allow things to remain as they are regarding the restoration of Mimana. I fear that you may be fooled by sweet words and empty promises, leading to the destruction of Mimana and bringing dishonor to the Emperor. Be cautious and do not let others deceive you.”
In the autumn of July, Baekje sent officials named Ki no Omi Nasotsu Mimasa (紀臣奈率弥麻沙) and Chubu Nasotsu Koren (中部奈率己連) to report on the governance of the regions of Lower Korea (下韓) and Mimana. They also submitted a formal report to the Emperor.
In the summer of April, in the fourth year, the officials Ki no Omi Nasotsu Mimasa and others from Baekje returned to their country.
In the autumn of September, King Seimei of Baekje sent the official Zenbu Nasotsu Shinmu Kuimon (前部奈率眞牟貴文), along with Gokoku Kotukoru (護徳己州己婁) and Mononobe no Setoku Magamura (物部施徳麻奇牟), to offer the Emperor treasures from the kingdom of Funan (扶南), located in the Mekong Delta, along with two slaves.
≪この英文の和訳≫
聖明王は再び任那（みまな）の日本府に語り、こう言った。
「天皇（すめらみこと）は詔（みことのり）して仰せられた、『もし任那が滅びれば、汝の拠り所を失うことになる。だが、任那が栄えれば、汝の助けとなるであろう。今、任那を元の状態に復興させ、人々のために支えとなるようにせよ』と。我々はこの詔を謹んで承り、胸がいっぱいである。誠心を尽くし、任那を昔のように繁栄させ、永遠に天皇にお仕えしたいと誓う。将来を十分に配慮すればこそ、安泰が訪れるのである。今、日本府が詔に従って任那を救えば、天皇から称賛され、褒美も受けるであろう。さらに、日本の諸卿（しょけい）たちは長らく任那の国に滞在しており、新羅（しらぎ）の事情についてもよく知っているであろう。新羅は長年にわたって任那を侵略し、日本の力を妨害しようとしてきたが、これは今年に限ったことではない。だが、新羅があえて動かないのは、近くは百済（くだら）を警戒し、遠くは天皇を恐れているためである。彼らは巧みに朝廷を操り、偽って任那と親しくしているにすぎない。新羅が任那の日本府に取り入っているのは、まだ任那を完全に征服できないためであり、彼らは偽りの降伏を装っているのである。今こそその隙を突き、兵を挙げて討つべき時である。天皇が南加羅（なんから）や喙己吞（けつこどん）を建てよとお勧めになられることは、ここ数十年だけのことではない。新羅がその命に従わないことは、諸卿もよく承知しているであろう。天皇の詔を受け、任那を再建するために今の状況をそのまま放置しておくことはできない。諸卿が甘い言葉を信じて偽りに騙され、任那国を滅ぼして天皇を辱め奉ることのないよう、十分に注意して欺かれないようにせよ」。
秋七月、百済は紀臣奈率弥麻沙（きのおみなそつみまさ）と中部奈率己連（ちゅうぶなそつこれん）を遣わし、下韓（しもから）の政（まつりごと）や任那について報告し、併せて上表文を奉った。
四年夏四月、百済の紀臣奈率弥麻沙らは帰国した。
秋九月、百済の聖明王は、前部奈率眞牟貴文（ぜんぶなそつしんむきもん）、護徳己州己婁（ごとくこつこる）、および物部施徳麻奇牟（もののべのせとくまぎむ）を遣わし、扶南（ふなん メコン川下流にあったクメール族の国）の財物と奴隷二人を天皇に奉った。
