冬十一月丁亥朔甲午、遣津守連、詔百濟曰「在任那之下韓、百濟郡令・城主、宜附日本府。」幷持詔書、宣曰「爾、屢抗表、稱當建任那、十餘年矣。表奏如此、尚未成之。且夫任那者爲爾國之棟梁、如折棟梁、詎成屋宇。朕念在茲、爾須早建。汝若早建任那、河內直等河內直已見上文自當止退、豈足云乎。」是日、聖明王聞宣勅已、歷問三佐平內頭及諸臣、曰「詔勅如是、當復何如。」三佐平等答曰「在下韓之我郡令・城主、不可出之。建國之事、宜早聽聖勅。」
十二月、百濟聖明王、復以前詔、普示群臣曰「天皇詔勅如是、當復何如。」上佐平沙宅己婁・中佐平木刕麻那・下佐平木尹貴・德率鼻利莫古・德率東城道天・德率木刕昧淳・德率國雖多・奈率燕比善那等、同議曰「臣等、禀性愚闇、都無智略。詔建任那、早須奉勅。今宜召任那執事・國々旱岐等、倶謀同計、抗表述志。又河內直・移那斯・麻都等猶住安羅、任那恐難建之。故亦幷表、乞移本處也。」聖明王曰「群臣所議、甚稱寡人之心。」是月、乃遣施德高分、召任那執事與日本府執事。倶答言「過正旦而往聽焉。」
≪英訳≫
Winter, 11th month, 1st day (丁亥 day) to 6th day (甲午 day):
Tsumori no Muraji (津守連) was sent to Baekje (百済), carrying the emperor’s decree, which said:
“The governors of Baekje’s districts and fort commanders in the Lower Kara region of Mimana (任那) should be transferred to and placed under the Japanese administration (日本府).” He also brought an imperial edict that stated: “The king has repeatedly sent letters for more than ten years, claiming that Mimana will soon be reestablished. However, despite these declarations, it has not yet been accomplished. Mimana is like a pillar supporting your nation. If the pillar breaks, how can you build a house? I am deeply concerned about this. You must restore Mimana quickly. If you do so promptly, Kawachi no Atai (河内直) and his people will withdraw from Ara (安羅), as promised.”
On this day, King Seong of Baekje (聖明王) received the imperial decree and consulted with the three Saheis (佐平, the highest-ranking officials in Baekje) and other ministers. He asked them,
“What should we do in response to this imperial order?” The three Saheis replied, “We cannot remove our district governors and fort commanders from the Lower Kara region. However, we must promptly obey the emperor’s command to restore Mimana.”
12th month:
King Seong of Baekje once again presented the imperial decree to his ministers and said, “The emperor’s edict is as follows. What should we do now?” The ministers, including Upper Sahei Sadak Koru (上佐平沙宅己婁), Middle Sahei Mokuramana (中佐平木刕麻那), Lower Sahei Moku Ingui (下佐平木尹貴), and other officials, gathered to discuss. They responded,
“We are naturally foolish and lack any clever strategy. However, the emperor’s decree to restore Mimana should be followed without delay. We will call together the officials of Mimana and the kings of the various regions to deliberate together and present our opinions. Additionally, we should report that as long as Kawachi no Atai (河内直), Enashi (移那斯), and Matsu (麻都) remain in Ara (安羅), the restoration of Mimana will be difficult. Therefore, we should also request their return to their original places.” King Seong agreed, saying, “Your opinions align with my thoughts.”
That month, Baekje sent Setoku Koubun (施徳高分) to summon the officials of Mimana and Japan to a meeting. The officials responded,
“We will attend and hear the matter after the New Year has passed.”

冬十一月丁亥(ていがい)の朔(ついたち)から甲午(こうご)の日まで
津守連(つもりのむらじ)を百済(くだら)に派遣し、天皇の詔(みことのり)を伝えた。その詔には「任那(みまな)の下韓(しもから)にある百済の郡令(こおりのつかさ)や城主(きのつかさ)は引き上げ、日本府(にほんふ)に帰属させるべきである」と記されていた。さらに詔書(ちょくしょ)には次のように記されていた。
「王はしばしば書を奉り、十年以上にわたって『まもなく任那を復興する』と述べてきた。しかし、その宣言にもかかわらず、いまだに実現していない。任那は、そなたの国の柱のようなものである。柱が折れたならば、どうやって家を建てられようか。朕(ちん 私)はこのことを深く案じている。早急に任那を復興せよ。もし早く復興したならば、河内直(かわちのあたい)とその一党は、約束どおり安羅(あら)から引き上げるであろう」。
この日、聖明王は勅(ちょく)を受けて、三人の佐平(さへい)や諸臣に次々と尋ねた。「詔勅(しょうちょく)はこのようであるが、いかにすべきであろうか」。三人の佐平は答えて言った。「下韓にある我が郡令(こおりのつかさ)と城主(きのつかさ)を引き上げることはできません。しかし、任那の復興については、天皇の勅命(みことのり)に従い、早急に実行すべきであります」。
十二月。聖明王は再び先の詔(みことのり)を群臣(くんしん)に示して、
「天皇の詔勅はこのようである。いかにすべきか」と尋ねた。上佐平(そくさへい)沙宅己婁(さたくこる)、中佐平(ちゅうさへい)木刕麻那(もくらまな)、下佐平(かさへい)木尹貴(もくいんき)、および徳率(とくそつ)鼻利莫古(びりまくこ)、徳率東城道天(とうじょうどうてん)、徳率木刕眛淳(もくらまいじゅん)、徳率国酷多(こくすいた)、奈率(なそつ)燕比善那(えんひぜんな)らが合議して「我々は生来愚かで、智略に乏しい者たちであります。しかし、天皇の任那復興の詔命には、直ちに従うべきであります。任那の執事や各国の旱岐(かんき)らを召集して共に協議し、意見を述べるつもりであります。また、河内直(かわちのあたい)、移那斯(えなし)、麻都(まつ)らがなお安羅に留まっている限り、任那の再建は難しいでしょう。このことも合わせて申し上げ、本国に帰還させていただくよう願い出ましょう」と言った。聖明王はこれに同意し「皆の意見は、まさに我が心と一致している」と言った。
その月、百済は施徳(せとく)高分(こうぶん)を派遣し、任那の執事と日本府の執事を召集した。彼らは共に答えて「正月が過ぎたら伺います」と言った。
