新羅春取㖨淳、仍擯出我久禮山戍而遂有之。近安羅處、安羅耕種。近久禮山處、斯羅耕種。各自耕之、不相侵奪。而移那斯・麻都、過耕他界、六月逃去。於印支彌後來、許勢臣時、
百濟本記云、我留印支彌之後、至既洒臣時。皆未詳。新羅無復侵逼他境、安羅不言爲新羅逼不得耕種。臣嘗聞、新羅毎春秋、多聚兵甲、欲襲安羅與荷山。或聞、當襲加羅。頃得書信。便遣將士擁守任那、無懈息也。頻發鋭兵、應時往救。是以、任那隨序耕種、新羅不敢侵逼。而奏百濟路迥不能救急・由的臣等往來新羅方得耕種、是上欺天朝轉成姧佞也。曉然若是尚欺天朝、自餘虛妄必多有之。的臣等猶住安羅、任那之國恐難建立。宜早退却。
≪英訳≫
In the spring, Silla took Tokujun and drove out our garrison from Mt. Kure, then took control of it. The areas near Ara were farmed by the people of Ara, while those near Mt. Kure were farmed by the people of Silla. Each farmed their own land without invading the other’s territory. However, Ena-shi and Matsu crossed the borders and began cultivating another’s land but fled in June.
After the time of Ikimi, when Kose no Omi arrived, Silla no longer invaded other lands, and Ara never complained that they were unable to farm due to Silla’s pressure. I have heard before that Silla often gathered many soldiers each spring and autumn, intending to attack Ara and Kasan. It is also said that they planned to attack Kara. Recently, upon receiving such intelligence, I promptly dispatched officers and soldiers to protect Mimana, never neglecting our defenses. I frequently sent elite troops to respond to emergencies and help in a timely manner. As a result, Mimana has been able to farm according to the seasons, and Silla has not dared to invade.
Yet Baekje, being far away, claimed they were unable to offer timely assistance, and it was only through the travels of Ikuma no Omi and others to and from Silla that farming could be accomplished. This is nothing more than deceit aimed at misleading the Imperial Court. If they deceive the Emperor about something so obvious, it is certain they are lying about many other things. As long as Ikuma no Omi and his companions remain in Ara, the restoration of the land of Mimana will be difficult. It would be wise to withdraw them quickly.
≪この英文の和訳≫
春に新羅（しらぎ）は徳淳（とくじゅん）を奪い、我が国の久礼山（くれやま）の守備隊を追い出して、その地を占領しました。安羅（あら）に近い地域は安羅の人々が耕作し、久礼山に近い地域は新羅の人々が耕作していました。お互いに自分の土地を耕作し、互いに領土を侵すことはありませんでした。しかし、移那斯（えなし）と麻都（まつ）はその境界を越えて他人の土地を耕作し始めましたが、六月には逃げ去ってしまいました。
印支彌（いきみ）の時代の後、許勢臣（こせのおみ）が来たとき、新羅は他の土地を侵略することはなく、安羅も新羅の圧力で耕作できないと訴えたことはありませんでした。以前から、新羅は毎年春と秋に多くの兵を集めて、安羅や荷山（かさん）を襲おうとしたり、あるいは加羅（から）を襲おうとしたとも聞いております。最近、この情報を得ましたので、すぐに将士を派遣して任那（みまな）を守らせ、守備を怠ることはありませんでした。頻繁に精鋭部隊を送って、緊急時には迅速に救援を行ってきました。その結果、任那は季節に合わせた耕作を行うことができ、新羅もあえて侵略しようとはしませんでした。
しかし、百済（くだら）は遠く離れているため、急な救援はできないと言い、的臣（いくまのおみ）たちが新羅との間を往復して、ようやく耕作ができたと申しております。これは明らかに天朝を欺くための虚偽です。このように明白なことさえ天皇陛下を欺こうとしているのですから、他にも多くの嘘があるに違いありません。もし的臣たちが安羅に居続けるならば、任那の国の復興は難しいでしょう。どうか早急に彼らを退かせてください。
