『日本書紀』欽明天皇 13
又謂日本府卿・任那旱岐等曰「夫建任那之國、不假天皇之威誰能建也。故我思欲就天皇請將士而助任那之國。將士之粮、我當須運。將士之數、未限若干。運粮之處、亦難自決。願居一處、倶論可不、擇從其善、將奏天皇。故頻遣召、汝猶不來、不得議也。」
日本府答曰「任那執事不赴召者、是由吾不遣不得往之。吾遣奏天皇、還使宣曰『朕當以印奇臣語訛未詳遣於新羅、以津守連遺於百濟。汝、待聞勅際、莫自勞往新羅百濟也。』宣勅如是。會聞印奇臣使於新羅、乃追遣問天皇所宣、詔曰『日本臣與任那執事、應就新羅聽天皇勅。』而不宣就百濟聽命也。後、津守連遂來過此、謂之曰『今余被遣於百濟者、將出在下韓之百濟郡令・城主。』唯聞此說。不聞任那與日本府會於百濟聽天皇勅。故不往焉、非任那意。」於是、任那旱岐等曰「由使來召便欲往參、日本府卿不肯發遣、故不往焉。大王、爲建任那觸情曉示。覩茲忻喜、難可具申。」

Furthermore, the officials of the Japanese Government in Mimana (任那) and the kings of Mimana said, “To restore Mimana, we must rely on the authority of the Emperor. I plan to go to the Emperor, request soldiers, and use their strength to assist the country of Mimana. I will provide the provisions for the soldiers myself. However, the number of soldiers is not yet decided, and the location where we should transport provisions is also unclear. Therefore, I ask that we all gather in one place, discuss the situation, and decide the best course of action to report to the Emperor. Yet, despite repeatedly sending for you, you still have not come, and we are unable to deliberate.”
To this, the Japanese Government replied, “The reason the officials of Mimana have not responded to the summons is that I have not sent messengers. The messengers sent to report to the Emperor returned with the following message: ‘I, the Emperor, am sending Ingi no Omi (印奇臣) to Silla (新羅) and Tsumori no Muraji (津守連) to Baekje (百済). You must wait until my orders arrive. Do not go to Silla or Baekje yourselves.’ However, upon hearing that Ingi no Omi had been sent to Silla, I called him to inquire about the Emperor’s orders. The imperial decree stated, ‘The officials of the Japanese Government and the officers of Mimana should go to Silla and receive the Emperor’s command.’ There was no mention of going to Baekje to receive instructions. Later, when Tsumori no Muraji stopped here, he said, ‘I have been dispatched to Baekje to remove the district governors and castle lords of Baekje’s territories in lower Korea.’ That was all he said; there was no mention of Mimana and the Japanese Government gathering in Baekje to receive the Emperor’s orders. Therefore, the reason they have not responded is not due to Mimana’s intentions.”
The kings of Mimana then responded, “We intended to respond to the summons and proceed, but the officials of the Japanese Government would not permit us to go. The Seongmyeong King (聖明王) has shown detailed concern for the restoration of Mimana, and seeing this fills us with immense joy.”

さらに、日本府（にほんふ）の官（つかさ）と任那（みまな）の王たちは次のように言った。「任那を復興するためには、天皇（すめらみこと）の威光を借りなければならない。そこで、私は天皇のもとに参り、将士（しょうし）をお願いし、その力で任那の国を助けようと思っている。将士の兵糧（ひょうろう）は私が運ぶつもりである。しかし、将士の数はまだ決まっておらず、兵糧を運ぶ場所もまた決めることができない。それゆえ、一ヶ所に集まり、事の可否を議論して、最善の策を天皇に奏上（そうじょう）したい。しかし、何度も呼んでいるにもかかわらず、まだ来ないので、議論を進めることができないのだ」。
これに対して、日本府は次のように答えた。「任那の官が呼ばれても来ないのは、私が使者を遣わさなかったからである。天皇に奏上するために遣わした使者が戻ってきて言うには、『朕（ちん）は印奇臣（いがのおみ）を新羅（しらぎ）に遣わし、津守連（つもりのむらじ）を百済（くだら）に遣わすことにしている。汝（なんじ）は勅（みことのり）を承（うけたまわ）るまで待て。新羅や百済には自ら出向いてはならぬ』とのことであった。しかし、たまたま印奇臣が新羅に使いとして行くことを聞き、呼んで天皇の仰せを尋ねたところ、『日本府の官と任那の官が新羅に行き、天皇の勅を承るように』との詔（みことのり）であった。百済に行き命を聞けとは言われなかったのである。その後、津守連がここに立ち寄ったときに語ったことには、『私が百済に遣わされるのは、下韓（げかん）にある百済の郡令や城主を撤退させるためである』と。ただそれだけで、任那と日本府が百済に集まり、天皇の勅を承れということは聞いていない。したがって、任那の意志で来ないわけではない」。
任那の王たちは次のように答えた。「使者が来て呼んでいるので参上しようとしているが、日本府の官が許可しないため出発することができないのだ。聖明王（せいめいおう）は、任那の復興のために、心の中の細かい事まで示してくださった。これを見て、言いようもなく嬉しく思っている。」
