Officials of Yokohama City have proposed a ban on smoking at all roughly 2,700 parks they manage to city council.
The plan calls for revising an ordinance to add smoking to the list of prohibited acts at parks.
Violators would have to pay up to 50,000 yen.
City council members pointed out several issues.
For example,
Who should make decisions on warnings and penalties?
Officials need to prevent conflicts between smokers and non-smokers.
The city plans to gather public feedback before submitting a bill.
Officials hope to introduce the ban in April next year.

Actually I’ve never heard of any fights between smokers and non-smokers.
