大計と小計
国家百年の大計という言葉がある。長期的な展望を持って、国の大方針を立てる事を示す言葉だが、現在の日本にはそれを実感できるものが無い。
大計は政治家の役割で、小計は官僚の役割だが、現在の政界では小計と中計の論議は盛んだが、大計は論議が聞こえてこない。
大計は企業で言えば、経営理念や経営方針に該当するが、これを持たない企業は倒産するだろう。同様に大計を持たない国は滅亡の危機を招来する。
このようになっている現状は、そのような小粒の政治家と彼らを選挙で選んだ国民の責任だという意見が多いが本当にそうだろうか?
今の衆議院と参議院の役割分担で大計を検討することが出来るかどうか疑問である。
政治家には民意を吸い上げるボトムアップ型の政治家集団と大計を検討し立案するトップダウン型の政治家集団の二種類が必要なのではないだろうか?
Long plan and short plan
There is a phrase called a 100-year national plan. This phrase refers to formulating a major policy for the country with a long-term outlook, but there is currently nothing in Japan that realy make feel this.
Long plans are the role of politicians, and short-plans are the role of bureaucrats, but in current politics there is a lot of discussion about short-plans and medium-term plans, but no debate is heard about long plans.
In a company, the grand plan corresponds to the management philosophy and management policy, and a company that does not have these will likely go bankrupt. Similarly, a country without a grand plan will be in danger of extinction.
Many people say that the current situation is the fault of small politicians and the people who elected them, but is that really the case?
It is questionable whether the current division of roles between the House of Representatives and the House of Councilors will allow them to consider the grand plan.
Don't we need two types of politicians: a bottom-up group of politicians who absorb the will of the people, and a top-down group of politicians who consider and plan grand plans?
