『日本書紀』推古天皇 15
六月壬寅朔丙辰、客等泊于難波津、是日以飾船卅艘迎客等于江口、安置新館。於是、以中臣宮地連烏磨呂・大河內直糠手・船史王平、爲掌客。
爰妹子臣奏之曰「臣參還之時、唐帝以書授臣。然經過百濟國之日、百濟人探以掠取。是以不得上。」於是、群臣議之曰「夫使人、雖死之不失旨。是使矣、何怠之失大國之書哉。」則坐流刑。時天皇勅之曰「妹子、雖有失書之罪、輙不可罪。其大國客等聞之、亦不良。」乃赦之不坐也。
≪英訳≫
On the fifteenth day of the sixth month (丙辰), the foreign guests anchored at Naniwa-dzu(難波津, present-day Osaka Port). On this day, thirty decorated ships were sent to greet the guests at Eguchi (江口, modern Nakano-shima in Osaka) and escort them to a newly prepared residence. Nakatomi no Miyadokoroya no Muraji Omaro (中臣宮地連 烏摩呂), Ōshikōchi no Atai Nukate (大河内直 糠手), and Fune no Fuhito Ōhei (船史王平) were appointed as the officials in charge of hospitality.
At that time, the envoy, Imoko no Omi (妹子臣), reported as follows:
“When I was returning, the Emperor of Tang (煬帝) gave me a letter. However, as I passed through the land of Baekje (百済国), the people of Baekje (百済人) searched and seized the letter, preventing me from delivering it.”
The court officials deliberated and said, “An envoy should fulfill his duty even at the cost of his life. How could this envoy have been so negligent as to lose the letter from such a great nation?” They proposed that Imoko should be punished with exile. However, the Emperor decreed:
“Though Imoko bears the fault of losing the letter, he must not be punished rashly. News of this would not reflect well on us in the eyes of our esteemed guests from the Tang court.” Thus, Imoko was pardoned and spared from punishment.
≪この英文の和訳≫
六月十五日、外国の客人は難波津（なにわづ）に停泊した。この日、飾船（かざりふね）三十艘を用い、客人を江口（えぐち、現在の大阪府中之島）に迎えて、新たに設けた館に入らせた。中臣宮地連烏摩呂（なかとみのみやどころのむらじ おまろ）、大河内直糠手（おおしこうちのあたい ぬかて）、船史王平（ふねのふひと おうへい）の三名が接待の役を務めた。
このとき、妹子臣（いもこのおみ）が次のように奏上した。
「私が帰国する際に、唐の煬帝（ようだい）が私に書状を授けました。しかし、百済国（くだらこく）を通過する際、百済人（くだらびと）に探られ、奪われてしまいました。このため、その書状をお届けすることができませんでした」。
これに対して群臣が議論し、次のように述べた。「使者というものは、命を懸けてでも任務を果たすべきである。それにもかかわらず、この使者は何たる怠慢で、大国からの書状を失うような事態を招いたのか」。その結果、妹子を流刑に処すべきであるとの意見が出された。しかし、天皇は仰せになられた。「妹子には書状を失った罪があるが、軽々しく処罰してはならぬ。このことを大唐の客人が聞けば、わが国の評判にも悪影響が及ぶであろう」。
こうして、妹子は赦され、罪に問われることはなかった。
