『日本書紀』安閑天皇 2
夏四月癸丑朔、內膳卿膳臣大麻呂奉勅、遣使求珠伊甚。伊甚國造等、詣京遲晩、踰時不進。膳臣大麻呂大怒、收縛國造等、推問所由。國造稚子直等恐懼、逃匿後宮內寢。春日皇后、不知直入、驚駭而顚、慚愧無已。稚子直等、兼坐闌入罪當科重、謹專爲皇后獻伊甚屯倉、請贖闌入之罪。因定伊甚屯倉、今分爲郡、屬上總國。

In the summer of April, on the first day of the month, Kashiwade no Omi Ōmaro, the Minister of Imperial Kitchens, received an imperial order and sent messengers to the province of Isumi in Kazusa to collect pearls. However, the local leaders of Isumi were slow in coming to the capital and delayed delivering the pearls for a long time. This greatly angered Kashiwade no Ōmaro, and he arrested and bound the local leaders, interrogating them for the cause of their delay.
The leaders, including Wakugo no Ato, were terrified and fled into the palace’s inner quarters to hide. Kasuga, the Empress, was unaware of their sudden intrusion, and, startled by their entry, she was shocked and fell over, feeling deeply ashamed.
Wakugo no Ato and the others had committed a serious offense by improperly entering the palace, a crime that warranted severe punishment. Fearing retribution, they humbly offered the Isumi Storehouse to the Empress as compensation for their crime. As a result, the Isumi Storehouse was formally established. Today, this region has been divided into a district and belongs to the province of Kazusa.

夏の四月、月の初めの日に、内膳卿である膳臣大麻呂（かしわでのおみおおまろ）は勅命を受けて、上総国の夷隅（いすみ）に使者を送り、真珠を集めるよう命じました。しかし、夷隅の国造（くにのみやつこ）たちは都に来るのが遅く、真珠を長い間届けませんでした。これに大いに怒った膳臣大麻呂は、国造たちを捕えて縛り、その遅れの理由を問い詰めました。
国造たち、特に稚子直（わくごのあたい）たちは恐れおののき、後宮の寝殿に逃げ込みました。春日(かすが)皇后は、知らない者に出し抜けに入って来られて驚き、息をはずませて倒れてしまわれた。そしてひどく恥かしく思われた。稚子直たちは、宮中に不法に入り込んだ重大な罪を犯しており、重い処罰が科されるべきでした。彼らは処罰を恐れ、皇后に夷隅の屯倉（みやけ）を献上して、罪の償いを申し出ました。こうして夷隅の屯倉が正式に設けられました。現在、この地域は分割されて郡(こおり)となり、上総国に属しています。
