現代は猛スピードで社会が変化していく時代である。したがって、国や企業が抱かえる問題は多面的で複雑になってきている。問題が多面的になれば、政府の一つの省だけで解決出来ないのは当然であり、官と官の連携が必要になる事は当然である。
問題が多様化し変化が速くなれば、問題が消化しきれずに積みあがっていく事は当然であるが、問題は未然に防止する事が望ましい。官僚の世界は縦割りで縄張り意識が強いと聞いているが、課題解決のためには官と官が横に連携する必要があるので、政府全体の柔軟な組織運営を行う必要がある。
