ブラジル:国営石油会社汚職に５４人関与疑惑　大統領は？

ブラジルの巨大石油会社ペトロブラスを巡る汚職事件の記事。検事総長が、汚職事件に関与した疑いがある５４人に対する捜査開始許可を、連邦最高裁に申請したとのことです。

基本的には、（一つ下の西鉄の事件と同じ）「原価水増し→還流」という不正ですが、還流した相手が政治家らしいということと、金額が莫大であることで、一大スキャンダルとなっているようです。

「ペトロブラスの汚職疑惑は２０１４年３月に発覚。同社は過去１０年にわたり建設会社や電気工事会社など取引先と水増し契約を繰り返して約１００億レアル（約４０００億円）の裏金をつくり、有力政党や政治家に違法献金していたとされる。捜査当局はこれまでに同社の幹部２人と取引先幹部２３人を贈賄、資金洗浄、脅迫の罪で起訴している。」

Petrobras retains PwC as its independent auditor

監査はどうなっているのか気になるところですが、従来からの監査人PwCとの契約は継続するようです。

Petrobras has signed on with independent auditor PricewaterhouseCoopers (PwC) for the 2015 and 2016 fiscal years. The decision to retain PwC as its auditing contractor was made by the Board of Directors of the oil company on Friday (Feb. 27). Petrobras has not disclosed the contract value.

しかし、PwCは四半期決算へのサインを拒否し、不正から生じるすべての損失について完全に評価がなされるまで、財務諸表のレビューは行わないと述べているそうです。

PwC refused to sign the balance sheet for the third quarter 2014 posted by Petrobras on January 28. On that occasion, the Brazilian oil company explained that the results had not been reviewed by independent auditors, but it was still publishing the data in order to “comply with covenant obligations in debt agreements and to provide information access to the stakeholders and to the market, with transparency related to recent events known by the public in the context of the 'Lava Jato Operation' [a large kickback probe into the company].”

However, PwC said it would not review the financial report until all the losses resulting from wrongdoing in Petrobras were fully assessed. In her remarks in the Q3 report, Graça Foster, then CEO for Petrobras, told shareholders and investors that Petrobras had delayed disclosure of the balance sheet because of the facts and evidence emerging from Operation Car Wash.

4000億円の水増し原価が固定資産に計上されているかもしれないという状況では、監査できないというのは当然です。（それなのに次年度の監査契約をしていいのかという疑問はありますが）
