Me Hey, Dali. What do you think about English in Japan?
私 ねえダリちゃん。日本の英語についてどう思う？
Dali Let me paint for you a picture. Imagine a Japanese sees a gaijin, or I should say, gaikokujin (gjn), in a convenience store. It is clear that the gjn cannot understand Japanese. If you were this Japanese, how would you feel? Many Japanese people feel that they must try very hard to speak to gjns in English. They think that they must make an effort.
ダリちゃん 状況を説明しよう。ある日本人がコンビニで一人の外国人を見かけたとしよう。その外国人は日本語が理解できないのは明らかだ。もしあなたがその日本人だったとすればどう思う？ 多くの日本人は外国人には英語で一生懸命話さなければならないと感じる。努力しなければいけないと思っている。
Me It may especially be the case for elderly Japanese.
私 特に年配の日本人にそんなきらいがあるね.
Dali Imagine this situation. There is an old man. He is with his grandson, Taro, who is 20 years old. A gjn woman walks by and drops some money, 1,000 yen, and the old man sees it. The woman passes by. The old man is flustered and asks Taro to catch her and let her know that she dropped some money. So, Taro makes an effort to try to speak English.
ダリちゃん このような状況はどうかな。老人がいた。彼は孫と一緒だ。孫は太郎と言う名前で20歳だ。外国人の婦人が通り過ぎて1,000円を落として行く。老人はそれを見る。女性は通り過ぎる。老人はあわてふためいて太郎に彼女を捕まえてお金を落としたことを知らせてあげるよう頼む。それで太郎は英語を頑張って喋ろうとする。
Me Oh, it’s a common situation.
私 よくあるシーンだね。
Dali The gjn, on the other hand, has almost the opposite thinking. She expects that nobody speaks or wants to speak English to her, because this is Japan and the language is Japanese. She also supposes that it’s possible that Japanese people get angry if she speaks English. Americans typically think this way―if the Japanese person comes to the U.S., and tries to speak Japanese, the American person will say, “Hey, Hey, Hey, this is America. You speak English here.” So she imagines that Japanese also require gjns to speak the language of the land.
ダリちゃん 一方外国人は全く逆のことを考えている。彼女は、ここは日本で言語は日本語なので、だれも英語を話さないし、彼女に英語で話しかけたくもないと思っている。彼女はまた、彼女が英語を話すと日本人は怒り出すかもしれないと思っている。典型的なアメリカ人は次のように思っているんだよ。もし日本人がアメリカにやってきて日本語を喋ろうとしたら、アメリカ人は言うはず「おいおいおい、ここはアメリカだよ。ここでは英語を喋りな」と。だから彼女は日本人も外国人にその土地の言葉を喋ることが求められていると考えている。

私 そうなんだ。
Dali But, in fact, as you well know, this is not at all the case in Japan. The Japanese do not get angry. Rather, they feel a little bit nervous and stressful at not being able to speak English. Nobody says to her, “This is Japan. You should speak Japanese!”
ダリちゃん でもね実際はよくご存知のように、日本では全然違う。日本人は怒らないし、むしろ英語が喋れないことに少しナーバスになっているしストレスに感じている。だれも彼女に「ここは日本。日本語を喋るべき」とは言わない。

私 ふ～ん。
Dali What I want to say about English in Japan is this. The Japanese feel that they must speak English to gjns in Japan but gjns feel that everybody must speak English in the U.S. or everybody must speak French in France, etc. On this point, Japan seems to be different from most other countries.
ダリちゃん わしが日本の英語について言いたいことはこうさ。日本人は日本では外国人に対しては英語を喋らなければならないと感じているが、外国人は、アメリカではだれもが英語を喋らなければならないし、フランスではだれもがフランス語を喋らなければならないと感じている。この点に関して、日本は他のほとんどの国とは異なっているようである。

私 そうなんだ。
Dali One more point about this. Many years ago, while I was on a crowded train, holding on to a strap, I saw an advertisement. It was a very strange advertisement from a major English conversation school. Why did I think it strange? Because the advertisement posed the question. “Imagine you are standing here on the train, and there is a gjn next to you, and he asks you in English. ‘Excuse me. Does this train go to Kita-Senju?’ What do you do? Join us! We will teach you how to deal with gjns who ask you for directions.” I felt that this was so strange. Why do Japanese people care about this unknown gjn? Of course, you want to help him, if possible. But that English school isn’t cheap. You will spend 20-man-en or 30-man-en, simply because a gjn might ask you directions? That English school is targeting Japanese who have a fear of a gjn asking questions in English! That English school has learned very much about the Japanese psyche. Japanese truly wish to respond in English to the gjn.
ダリちゃん このことについてもう一つ。何年か前になるけど、わしは混雑した電車に乗っていたんだ。つり革をもって。すると広告があったんだ。それは大手英会話スクールのとっても奇妙な広告だったんだ。何が変かって？ だって、広告は次のような疑問を投げかけてたから。「想像してみてください。あなたはこの電車で立っています。そして隣には外国人がいます。彼はあなたに英語で尋ねてきます。「すみません。この電車は北千住に行きますか？」あなたはどうしますか？ 私たちと仲間になりましょう。私たちは道を尋ねる外国人に対処する方法を教えます」。わしはこの広告は相当変だと思った。なぜ日本人はこの見知らぬ外国人を気にかけなきゃならないんだ。もちろんあなたはできれば彼の助けになってあげたいと思うかもしれない。でも英会話スクールは安くないんだ。外国人が道を聞くかも？ ということだけで、20万も30万も払うことになるんだよ。あの英会話スクールは英語で質問してくるかもしれない外国人を恐怖に思う日本人をターゲットにしているんだ。あの英会話スクールは日本人の心理を本当によく熟知している。日本人は本当に外国人に英語で答えたいのさ。
Me The advertisement captures the mind of the Japanese well.
私 日本人の心をうまくつかんでるね。
Dali In this case, if I were Japanese, I would say, “No English.” Why is it so hard for the Japanese to say this? What’s the problem? If you have the motivation to learn any English at all, why not start with these two simple words? Imagine, I’m in New York City, riding the subway and a Chinaman asks me a question in Chinese. I will say, “I don’t understand. Go away!” Why is it so difficult for Japanese people to say that?
ダリちゃん このケースの場合、もしわしが日本人だったらわしは「英語はノー」と言うね。なぜ日本人は「それ」を言えないのか？ 何か問題ある？ 英語を学ぼうとする気概があるなら、この簡単な2語から始めてはどうかね。わしがニューヨーク市で地下鉄に乗ってるとしよう。一人の中国人男性がわしに何か中国語で質問してくる。わしは「何言ってるかわからない。あっち行ってくれ」と言うだろうね。なぜ日本人は、そう言うだけのことなのに難しいんだ？
Me Now, that you mention it. People sometimes strike up conversations with you in English in izakayas, don’t they?
私 そういえば、ダリちゃんは居酒屋でよく知らない人に英語で話しかけられるけど……。
Dali Yes. I always reply something like, “Boku-wa-Hangarii-jin. Eigo-wakarimasen. Nihongo-de-onegai-simasu (I’m Hungarian. I don’t understand English. Pleases speak in Japanese).”
ダリちゃん そう、わしはいつも「ぼくはハンガリー人。英語わかりません。日本語でお願いします」とかなんとか答えてるけどね。

Most Americans do not travel abroad, are totally OK as far as they speak English, and believe that “America is No.1.” For such Americans, it may be hard to understand the Japanese tendency to pay a lot of money for English lessons.
一般的なアメリカ人は、海外旅行はしないそうだし、英語さえ話せれば何も不自由がないし、それに何より「アメリカが一番」と信じている。そんなアメリカ人にとって、英語の勉強にたくさんのお金をかける日本人の心理は理解しづらいのではなかろうか？
