I think this article is very unfair one.  It stands on one sided judge aspect to  Mr.Maruyama's  appropriateness on his political speaking.  He is the person elected by people and  should be gauranteed under the right  to accomplish  his duty. That's all !!.  Do not make an agitate of populism for the sake of fake news business.
