I am writnig my comment in follow;　This reporter wrote a volumerous senentences.

They have missing to find the exits from this national difficults.  The idea that 3000 counties would take to share tests for 10 percents of 300million population ,by the expense of $100billions.

It is comparably less than that of $300billions at now... scale of expending. But, it will take about a year and half to the complishes of it. The writer knows this is mainly for quickly find the person in prevalence,not for work for substantial cure. In another words, "Only meanings to need to give people confidences that we're going back to normal".

I am thinking that this is a stage of governance trust problem of people to federal and states.

Epidemic phase is now moving on being changed,that the rate of prevalence to susceptance is of dominant, so,
