Breakdown and agreement of the US-North Korea talks(Summit)

It is a pity that the US-North Korea talks on February 28, 2019 did not reach an agreement.
It may be because President Kim-JongUn took a strong attitude in negotiations, because he infers that before the presidential election President Trump would concede diplomatic outcomes to counter scandals such as suspicion of Russia. It may be because Mr. Trump took a strong attitude in negotiations because he infers that Mr. Kim-JongUn was forced to concede to get rid of the domestic economic hardship.
Since both Mr. Trump and Mr. Kim-JongUn have domestic negative conditions (scandal, economic hardships), both Presidents must take a strong attitude in negotiations , but on the contrary because there is such a negative condition both sides can not make a concession. So they could not reach an agreement and the talks broke down.
As pointed out earlier by my tweets, it is difficult to realize full denuclearization of North Korea at once, it is also difficult to completely stop economic sanction against North Korea at once. In reality, the DPR Korea must progress denuclearization step by step little by little , and the US must discontinue economic sanctions step by step little by little.
Therefore, are the following conditions necessary for the US-North Korea talks to agree?
North Korea can divide the number and quantity of nuclear facilities owned and discarded by North Korea and present concession conditions, but I think whether the United States can quantify economic sanctions against North Korea or not is important, whether the United States present a corresponding divided amount of economic sanctions or not is important
