Me You know what? February 15 is Washington’s Birthday. For the American holiday series in our blog, I would like to ask you what it’s like and what you usually do on this day.

Dali I don’t think it’s a national holiday. Maybe, it’s a state holiday. I don’t remember whether schools closed on that day. I went to a private elementary school, so they can close on any day they want. Maybe we had a lesson about George Washington on that day. As it was so long ago, I can’t remember the details of the day at all.

Dali Yes. Well, I will tell you why I don’t think Washington’s Birthday is a national holiday. I remember criticism at the time when Martin Luther King, Jr.’s birthday (MLK’s birthday) was made a national holiday. Many people questioned why he is the only person whose birthday is a federal holiday. This is very offensive to some Americans, who ask why MLK’s birthday is a holiday, while Abraham Lincoln’s and George Washington’s birthdays are not.

After the death of George Washington in 1799, his birthday (February 22) was unofficially celebrated as a day of remembrance, called Washington Day. In 1971 the Uniform Monday Act, which shifted Washington’s Birthday, Memorial Day, Labor Day, Columbus Day, and Veterans’ Day to Monday, went into effect. The act provided federal employees with more three-day weekends. Under the new law, Washington’s Birthday came to be celebrated on the third Monday of February, losing the importance of his birthday. With the date landing between Lincoln’s (February 12) and Washington’s (February 22) birthdays, it became known as Presidents’ Day, while having a simultaneous benefit for retailers as they advertised their special sale events during this time. By the mid-1980s, Presidents’ Day became the common term and continues to this day. Now I know that the “Happy Monday System,” which was started in 2000 in Japan actually mimicked the US “Uniform Monday Holiday Act.” So, Seijin-no-Hi (Coming-of-Age Day) (January 15), Keiro-no-Hi (Respect-for-the-Aged Day) (September 15), and Taiiku-no-Hi (Health and Sports Day) (October 10) (sadly enough, the name was also changed from the Japanese ‘Taiiku,’ to the English ‘Sports’), whose dates had been completely rooted in Japanese culture, have all been moved to meaningless 2nd or 3rd Mondays, losing the value and identity of the respective days. How sad!
1799年にジョージ・ワシントンが死去した後、彼の誕生日（2月22日）は「ワシントンの日」と呼ばれる追悼の日として非公式に祝われていた。1971年には「月曜休日統一法」（「ワシントン誕生日」「戦没将兵追悼記念日」「労働者の日」「コロンブス・デー」「退役軍人の日」を月曜日に移動する法律）が施行された。このおかげで連邦政府職員がより多くの週末3連休を持つことになった。この新法により「ワシントン誕生日」は2月の第3月曜日に祝われることになったが、彼の誕生日（2月22日）という重要性は失われた。2月の第3月曜日はリンカーン（2月12日）とワシントン（2月22日）の誕生日のちょうど中間に位置するので「プレジデンツ・デー」として知られるようになったが、この期間にスペシャルセールを盛大に行って、小売業者が同時に利益を得る。1980年代半ばには「プレジデンツ・デー」という言葉は広く知られる様になり今日に至る。
このようにみてくると、2000年から日本で始まった「ハッピーマンデー制度」は実際はアメリカの「月曜休日統一法」をまねたものだとわかる。それで「成人の日（1月15日）」「敬老の日（9月15日）」それに「体育の日（10月10日）」（残念なことに名前も日本語の「体育」から英語の「スポーツ」に変えられてしまった）、これらの日付は深く日本文化に根付いてきたものだが、すべて「味気ない」第2や第3月曜日に移動された。これじゃあ「趣」も「有難み」も無くなっちゃうよ。悲しいね。
