Jiang Yanyong: "political deal"
Jiang Yanyong, the military doctor who blew the whistle on the cover-up of the mainland's Sars outbreak, was freed on Tuesday after eight months of house arrest.
The Central Military Commission has told Dr Jiang it will "remove the measures taken against" him.
He did not receive any punishment by the party or the military.
However, it is understood there are still several conditions the doctor has to meet, including a ban on media interviews. He, his family members and relatives are not allowed to discuss or write anything regarding his situation under shuanggui - a Communist Party procedure which requires the subject to report to investigators at specific times and locations.
Apart from exposing the Sars cover-up, Dr Jiang had also added his voice to those calling for a reappraisal of the verdict on the Tiananmen Square demonstrations.
The 73-year-old doctor had been under house arrest and shuanggui since being released from a seven-week spell in detention in July.
He was required to submit written requests and get approval for activities outside his compound, while his phone was tapped and registered mail was intercepted before delivery.
"He is very happy. He feels it is a big improvement. His family members are happy for him because he is finally free and can possibly see his patients, which is what he most wants to do," a source said.
"He no longer has to get permission to go out. No one will follow him."
It is unclear what prompted the release, or if it is related to US Secretary of State Condoleezza Rice's recent visit to Beijing.
Another source said a "political deal" had secured the doctor's freedom.
"The release is not a coincidence. It is to give face to Dr Rice because she has been concerned about him," he said. "He now has physical freedom but not political freedom. It is not much different from the past. He can't say or write anything or join any groups."
There was no mention of Dr Jiang's innocence because doing so would mean the party admitting it was wrong, he said.
Fu Hualing, associate professor of law at the University of Hong Kong, said the cases of Dr Jiang and recently released Uygur businesswoman Rebiya Kadeer were probably considered together in exchange for the US not seeking a resolution criticising the mainland at the UN Human Rights Commission's annual meeting in Geneva.
