グアム移転後の辺野古建設プランが自民党とブッシュ政権による海兵隊１万８０００人という架空の数字に基づくものであることがはっきりしたことから（※）、チェンジを掲げるオバマ大統領に、考えなおすようにお願いする手紙を送りました。

この代替施設は、従来の自民党の説明では、沖縄の海兵隊員が８０００人移転しても１万人が残留することを前提として計画されたものです。しかし、この数字は、日本の自民党政権が作り出した幻想であり、実際には１万８０００人ではなく、１万２０００人程度しか駐留していないことが最近、報道されました。この報道に従えば、８０００人がグアムに移転すれば約４０００人程度しか残りません。沖縄からイラク、アフガニスタンへ送られている海兵隊の人数を差し引けば限りなくゼロに近くなるというほかありません。その程度の規模の基地に現在予定されている大型空港が必要ないことは明白です。
つまり、現在予定されている代替施設は、日本の旧政権の責任者が１万８０００人という数字を作り出し、帰国の旧政権の責任者がその数字を利用して、計画されたものであり、民主的な手続きを冒涜するものです。この合意は日本の市民を愚弄するものであり、ひいては、貴国に対する日本の市民の信頼を失わせることになるでしょう。
貴国は、現行の案を強引に日本に押し付けようとしているようにうかがえますが、貴殿が上記の事情、すなわち、海兵隊員１万８０００人という虚偽を前提に策定された計画であることを知らないことに原因があると思います。
民主主義を尊重する貴殿が上記事情を知れば、貴殿が旧政権が共同して日本市民を騙そうとした現行案に固執することはなくなると信じています。万一貴殿がそれでも現行案に固執された場合、莫大な思いやり予算を負担している日本市民がその負担に不満を述べ始めることは間違いないでしょう。
この書簡が貴殿の目にとまり、日米関係がより成熟した関係につながる判断が導かれることを願っています。 敬具

Dear Mr. President,
I am a lawyer in Tokyo. I have a strong interest in the issue of the relocation of the Futenma base and the construction of a new airstrip for the U.S. Marine Corps.
The relocation to Henoko is based on the 1996 Special Actions Committee on Okinawa (SACO) agreement. In 2009, an agreement was concluded under which approximately 8,000 U.S. Marines would be relocated to Guam, conditional on the construction of a replacement base for Futenma on Okinawa.
However, the relocation of the Futenma base to Henoko was agreed upon against the wishes of the Okinawan public, in part due to crimes committed by U.S. troops around the base. Additionally, the original plan did not call for such a large-scale replacement facility.
The Liberal Democratic Party, who negotiated the 2009 agreement, claimed the replacement base was to accommodate the 10,000 Marines that would remain in Japan once 8,000 were moved to Guam. However, according to recent media reports there are in fact only about 12,000 troops on Okinawa, not 18,000 as was represented by the LDP. If these reports are true, there would only be about 4,000 troops left in Okinawa once 8,000 go to Guam. Taking into account the number of Marines deployed to Iraq and Afghanistan from Okinawa, there may not be many troops left. A large-scale airstrip is perhaps unnecessary for such a small contingent.
Current plans for the replacement airstrip are on an erroneous number of U.S. troops concocted by the former Japanese government and exploited by your former government. This is in blatant disregard of democracy. It is an insult to the Japanese people and their intelligence, and will no doubt weaken their trust in your nation.
While it appears that your government is trying to force the current plan upon Japan, it is my belief that this is only because you are unaware that the current plan was created upon the false premise with regard to the number of U.S. Marines stationed in Okinawa.
I hope, Mr. President, that as an advocate for true democracy and based on the facts that have come to light, you will not be quite so intent on forcing through the current relocation plan. Should you continue with the current plan, the Japanese people may come to question why they pay billions in taxes for the U.S. Forces in Japan.
It is my sincere wish that this letter finds you well and that you choose to guide relations between our countries to a higher level of maturity.
