「父の炎 絶やさず未来へ」 故マルコス大統領105周年記念

故マルコス大統領の生誕105周年を祝う式典が開催。戒厳令期の弾圧被害者からは非難の声も

 

 故マルコス元大統領の生誕105周年に当たる11日、元大統領の故郷である北イロコス州バタック市および遺体が埋葬されている首都圏タギッグ市の英雄墓地で記念式典が開かれた。バタック市を訪問したボンボン・マルコス現大統領は演説で「父が残した炎を絶やさず、未来につなげてほしい。そうすれば父の肉体は滅びても、父の夢、知恵、祖国への愛は再びよみがえるだろう」と参加者に呼びかけた。

 

 また、同式典では13日に65歳の誕生日を迎えるマルコス現大統領の誕生会も同時に開催。参加者はイロコス地域伝統の誕生日歌「パダパダカム」を歌い、長男のサンドロ・マルコス下院議員が市職員手作りの花輪を父の頭に被せるなど、地元のマルコス家支持者による温かいムードの中、大統領父子の誕生を祝った。イメルダ夫人は英雄墓地の式典に参加した。

 

 故マルコス元大統領は1965年12月30日から86年2月25日まで、大統領として歴代最長の20年を務めた。1972〜81年には戒厳令を敷き、権威主義体制下で急進的な農地改革、経済成長、財閥解体、治安安定策を推進。73年に記録した経済成長率8・9%はその後の政権でも塗り替えられていない。その一方、戒厳令期に当局により3240人が政治的理由で殺害、3万4000人が拷問を受けたと国際人権NGOアムネスティは報告している。また、政権末期には「アジアの病人」と呼ばれるまで比経済は落ち込んだ。

 マルコス大統領は7日、父の誕生日が日曜日に当たることから、翌12日を北イロコス州で故マルコス元大統領生誕を祝う特別日(非労働祝日)とする大統領布告第53号を出した。

 

 10日の英字紙スター電子版によると、有名映画監督で70年代に4年間投獄され拷問を受けた経験があるジョエル・ラマガンさんはこの決定を「ばかみたいだ」と率直な言葉で非難。「なぜ人殺しの誕生日を祝日にするのか。殺された人々や拷問を受けた人々の頬を打つようなものだ」と被害者の心情を語った。

 

 また、故マルコス政権下の当局による強制失踪の被害者とされる活動家ジョナス・ブルゴスさんの母エディスさんは「故マルコス大統領のために祝日を設けることで、未来にどんな模範を示せるのか。祝日は将来の子どもたちの手本になる人物を記念するべきだ」と疑問を呈した。(竹下友章)

ボートの上で無事出産

バシラン州ランタワン町で8日午前0時17分、出産のためにモーター付きのバンカ=比伝統のボート=で病院へ向かっていた41歳の妊婦が船上で女児を出産した。比沿岸警備隊(PCG)によると、出産したのは同町パンイオガンに住むサラ・バランさん。出産中、同乗していた親類が同州イサベラ市のPCG事務所に助けを求め連絡。連絡を受けたPCG職員は直ちに近くの浜辺でバランさんと新生児を保護し、バシラン州総合病院に搬送した。病院に引き渡された母子は直ちに医療検査を受けた。(11日・テンポ)

Marcos admin commits to transparency and good governance in the extractive industries

 

The Marcos administration demonstrated its commitment to pursue transparency in natural resource governance by rejoining the Extractive Industries Transparency Initiative (EITI) and enabling the continued development of the mining sector.

 

In a letter to EITI Chair and former New Zealand Prime Minister Helen Clark, Finance Secretary Benjamin Diokno cited the value of good governance and anti-corruption measures in maximizing the extractive sector’s contribution to resource mobilization and sustainable economic growth. EITI will complement the administration’s agenda on transparency and accountability.

 

“We welcome the opportunity to re-engage in EITI. We also commend the progress of the EITI Board in reviewing the validation standard and making it more relevant to implementing countries. We believe that EITI is an important tool for resource-rich countries like the Philippines to improve transparency and increase accountability in the management and governance of the extractive industries,” said Diokno.

 

Diokno said other government agencies, as well as industry and civil society stakeholders who have been actively implementing EITI in the country, are supportive of the move to rejoin the global initiative.

 

On June 20, the Philippines through the Department of Finance (DOF) withdrew its participation in the EITI over concerns on metrics and procedures used for assessing country compliance with the international organization’s transparency requirements.

 

In an August 23 letter, Clark invited Diokno to re-state the country’s commitment to the EITI on behalf of the Marcos administration and build on the progress that the Philippines has achieved in the past nine years.

 

The PH-EITI multi-stakeholder group is chaired by the DOF and is composed of representatives from government, industry, and civil society.

 

The government began implementing the EITI in 2013 pursuant to Section 14 of Executive Order No. 79, s. 2012 and Executive Order No. 147, s. 2013 that created the Philippine EITI (PH-EITI).

 

Annual disclosure of contracts, financial, economic, social and environmental data is mandatory for extractive industries pursuant to the Department of Environment and Natural Resources (DENR) Department Administrative Order (DAO) No. 2017-07.

 

The PH-EITI has produced seven country reports, covering data from mining, oil, gas, and coal industries and reconciling over P362.5 billion in government revenues from extractive projects from 2012 to 2019.

 

In 2017, the Philippines was recognized by the EITI as the first among 50 plus countries in the world to have fully complied with the 2016 EITI Standard. The EITI updates its standard every three years and subjects member countries to validation to ascertain their compliance.

 

Diokno said that the Marcos administration is committed to engage and unite various stakeholders in pursuing good governance and policy reforms in the country.

 

“Rest assured that we remain committed to pursuing good governance in the extractive sector,” said Diokno. DOF Communications Division

WFH arrangement for IT-BPM enterprises extended until further notice from FIRB

 

Finance Secretary and Fiscal Incentives Review Board (FIRB) chairperson Benjamin Diokno issued a memorandum provisionally extending the existing work-from-home (WFH) arrangement for the Information Technology and Business Process Management (IT-BPM) enterprises.

 

Diokno has deemed it necessary to retain the 70 percent on-site and 30 percent WFH arrangement, pursuant to FIRB Resolution No. 017-22, until the FIRB conclusively decides on Philippine Economic Zone Authority’s request to extend the WFH setup.

 

“Considering the September 12, 2022 expiration of the resolution, it is just fair that we extend the WFH arrangement for IT-BPM companies until we finalize a resolution addressing the issue,” said Diokno.

 

According to Finance Undersecretary Antonette Tionko, the topic on the WFH extension request of PEZA is already included in the list of agenda items for the next FIRB meeting which is set on September 15.

 

“Given the long-standing issue on the WFH extension for the IT-BPM sector, we hope the decision of the Board will finally bring clarity to the matter,” said Tionko, who also serves as the chairperson of the FIRB Technical Committee.

 

“We listen to our stakeholders and see the WFH arrangement to be the new business model of most of the registered business enterprises. Hence, the discussion on this matter in the next FIRB meeting requires a more permanent measure from the inter-agency body,” she added. DOF Communications Division

President Ferdinand Marcos Jr. expressed confidence that the country's "vision of becoming a world-class and tech-savvy country will come to fruition" as he led the inauguration of the UnionBank Innovation Campus in Laguna on Friday.

 

During the event, Marcos said the track record of UnionBank in creating opportunities through innovation and digital solutions in the banking sector is uncontested as he noted that "the opening of the UnionBank Innovation Campus shall intensify our collective efforts to bring our banking and Information and Communication Technology (ICT) industries into the future."

 

"With you as our partner in this endeavor, I am very confident that our vision of becoming a world-class and tech-savvy country will come to fruition, especially if we focus on the tasks at hand, we have aligned our goals, and we continue to be aware of all the fast-moving developments in technology out there, so we as a people, we as an economy, can take full advantage of those new technologies," he said.

 

"Rest assured this administration is committed to working closely with you, with other stakeholders in the banking and ICT industry, especially as it redounds to the benefit of our people," he added.

 

In his speech, Marcos stressed the importance of the newly inaugurated campus in the government's participation in the "new digital world."

 

"The initiatives that we have, such as UnionBank is doing with this campus, that we have just inaugurated today, are precisely the kind of innovations, the kind of forward thinking, operations, and actions that we will need, not only in the private sector, but also in the public sector, so that we in government can be participants in the new digital world, wherein we are living in more and more in our day-to-day lives," he said.

 

"Not only is it a viable way of doing business, it is the only way that we will be doing business in the years to come and therefore, we cannot allow the Philippines to get left behind," he added.

 

Marcos said "one of the UBIC’s objectives is to foster greater partnership between the public and private sectors under the Advancing Government ICT Innovation, Leadership, and Excellence or AGILE Program".

 

"This will not just bring digital banking services to our local government units, but will also enhance other digitization initiatives in government," he said.

 

"This initiative perfectly fits into the three-year Digital Payments Transformation Roadmap of the Bangko Sentral ng Pilipinas, which promotes digitalization of payments towards furthering financial inclusion," he added.

 

Marcos said the BSP roadmap aims to convert at least 50 percent of the total retail transaction volume into digital form, and the onboarding of 70 percent of Filipino adults to the formal financial system by next year, 2023.

 

The president also noted that these initiatives will not only improve the business position of UnionBank but it will also increase the economic activities in the country.

 

"It will increase the economic activity that we in government, we in the bureaucracy will be able to process, will be able to handle and it will make it easier, for not only big corporations, but ordinary citizens, who generally are not included in the digital world as of now, to now be included and to take advantage of all the conveniences, all of the efficiencies, and all of the new products that will come out of these new technologies," said Marcos.

 

"In our shared success to make the disbursement of social benefits and other assistance to the public smoother, I look forward to the next milestone in our collaborations, which is ensuring financial inclusion through digital technology," he said.

 

"This will provide effective access to a wider range of financial services for all Filipinos, especially the vulnerable sectors," he added.

 

To sustain growth and promote new advances in this sector, Marcos expressed hope that UnionBank "will explore the limitless possibilities, and take advantage of the many bright ideas that our experts have, so that we can generate more jobs and secure our nation’s economic revitalization."

 

"As tomorrow dawns and leads to brighter days ahead, let us renew our commitment to improve our present state and make lives better and more comfortable for everyone with the help of the technology that we know is now available to us," he said.
