「ウクライナ戦争を始めたのは米国である」との主張は、徐々に多くなってきた。ロシアは被害者であるが、ロシアは「ウクライナに侵攻をさせられた」ことは「反省」をするべきだ。

このままでは、ウクライナ戦争は終わらない。核兵器を使わずに、ウクライナ戦争を終戦する方法は、アメリカ市民に「戦争反対」の声を上げさせるべきだ。

ロシアは、「キューバにミサイルを配備」して、米国本土の緊張感を高めるべきです。これは「憶測」として、たびたび「噂になっている」が、ロシアは現実にするべきだ。

冷戦時代の「キューバ危機」の「悪夢」を想起させる「憶測」を生むきっかけとなったのは、ロシアのリャプコフ外務次官の発言です。

リャプコフ外務次官は２０２３年１月、米国がウクライナへの「干渉」を続けるなら、ロシアが「キューバやベネズエラ」に「軍事資産」を「展開」する「可能性がある」と語った。

この発言についてサリバン米大統領補佐官（国家安全保障担当）は「ロシアの脅しだ」と「一蹴」した。しかしその後、「ロシアの（口先）だけの（脅し）でない」と思わせるニュースが続く。

中南米ではロシアの影響力が広がりつつある。大型の経済支援を振りかざす中国ほど目立つことはないが、ロシアは同地域の「反米左翼傾向」の強い国を中心に、政治・経済、軍事面で結びつきを強めている。

キューバでは１９９１年のソ連邦崩壊後、最後のロシア軍部隊が引き上げて以来、「両国間の軍事協力」に関するニュースは、「公に」はほとんど「明らかに」されていない。

２０１８年：ロシアは「米国の制裁を受けているマドゥロ政権」への「支援を表明」するため、「核兵器の搭載が可能」な「長距離爆撃機Tu-160」をベネズエラに派遣。翌年には約１００人の軍人がロシア空軍の航空機でカラカス入りしている。

中南米にはキューバ、ベネズエラおよびニカラグアのほかにも、ロシアとの関係が強まる可能性がある国が少なくない。

「ボリビアの原子力開発」にも、ロシアが積極的に協力する姿勢を見せている。ペルーは過去にロシア製兵器を大量購入した経緯もあり、軍事面での新たな支援を求める可能性が指摘されている。

アルゼンチン、ボリビア、ペルーはいずれも反米、又は米国と距離を置こうとする「左翼の政権下」にあり、最近の中南米の「左傾化の流れ」を象徴する。

ロシアが中南米の国々に「ミサイル基地」を配備して、北朝鮮のようにカリブ海で「ミサイル発射実験」をすれば、米国民の関心は「中南米のミサイル基地」に向く。

そうすれば、米国はウクライナで、戦争をやる余裕は無くなる。「米国の議会」は、ロシアとの「直接戦争」の「対応」に「追われる」だろう。

結局、「米国の議会」はロシアとの「連携」を選択せざるを得ないだろう。もし「連携」できなければ、ロシアは中南米国々を代理にして、米国との代理戦争を起こすだろう。

米国民は、米国本土での戦争が現実になると「戦争反対」を叫ぶだろう。米国市民に緊張感を持たせるのはロシアの役割だと思います。

ロシアはウクライナ戦争での「核兵器」の使用を言うより、中南米の友好国を守るために、米国に向けた「核兵器」の使用を主張するべきです。

米国が台湾を守るための戦争を支援すれば、中国も中南米の友好国を守るために、中南米への軍事支援を拡大するだろう。

だから私は、「米国、ロシア、中国」で「Ｇ３軍事同盟」を「創立」するしかないと主張をしています。米国議会は「バイデンの次」を狙って、準備をするべきです。米国民は歓迎するだろう。

第2部。日本は「異常な人権侵害の国家」です。「国際社会」の「皆さん」、助けてください！
まずは、2010年の「入管法違反の支援の犯罪」の「冤罪」をお読みください。

処罰理由です：
中国人が「虚偽の雇用契約書」を提出して「在留資格」を得た。そして彼らは入管法違反（資格外の活動）を行った。
「私達」が、中国人に「虚偽に雇用の契約書類」を提供したから、中国人は「在留資格」が取得できた。
中国人は「在留資格」が得られたから日本に「在住」できた。
中国人は日本に「在住」できたから「不法就労」ができた。

201６年1２月の入管法の改正は、「虚偽の雇用の契約書類」の「提供」の行為は、処罰できるようにしました。
201７年１月より実施。憲法39条により、「過去」に「遡及」して、「処罰」することはできません。

「中国人、韓国人、フィリッピン人、米国人など」、世界中に数万人、数十万人以上の被害者がいます。異常な人数です。

検察官らの「自由の（剥奪）」は「恣意的」です。彼らは「法律に従わず」に「自分勝手」です。彼らは「（論理的）な（必然性）」がありません。検察は「彼らの思うまま」に「処罰」しています。

2010年の入管法違反事件の「私や中国人」そして2013年のフィリッピン大使館の職員や外交官も同じ理由で処罰されました。

すると、警察官や検察官はこう言いました。「(貴方)は一般論で、(貴方の罪）を、認めるべききだ」。
一般論で処罰する国は日本だけです！。

この事件は、警察官、検察官、裁判官による恣意的な適用法の誤りです。罪名は、「特別公務員職権乱用罪」および「虚偽の告訴罪=Crimes of False Complaints」です。検察は「告訴状」「告発状」を「職権」によって「握りつぶした」。よって「公訴時効」は停止しています。

私は、2つのことを「訴えて」います。
１：外国人が「在留の資格」以外の「違法な労働」を行った。しかし「法の下での平等」により外国人は無罪です。
２：検察は「入管法22-4-4条の支援」を理由として、入管法70条に対して「刑法の60条および62条」の「他の犯罪を支援する罪」を「適用」したが、「適用する法律の誤り」です。（前記のとおりです)。

韓国人は「解決済」の「慰安婦や徴用工」の問題で日本に要求をするが、「入管法違反」で処罰された「何万人もの韓国人の被害者」を支援するべきです。

日本政府は「中国のウィグル人への人権侵害」などをでっち上げて、日本の人権侵害を隠しています。

「私」は、私および中国人、フィリッピン大使館関係者に対する、「名誉の回復」と「賠償」を求めています。

世界の皆さん！！被害者は各国の政府に申し出てください。各国の政府は「自国民の名誉の回復と賠償」を日本政府に要求する義務があります。

第３部。特別地帯の建設。
