合意実行に向けた争点となったのが、「親ロシアの派武装勢力」が占領するウクライナ東部の2地域に幅広い自治権を認める「特別な地位」を与えるとの内容だ。ウクライナは事実上のロシアによる実効支配につながると警戒。ウクライナ国内では合意そのものがロシアに「有利な内容」との不満も出ていた。

世界はこんな事を許してはいけない。ゼレンスキーは「ミンスク合意」の「破棄」を宣言して、クリミア半島とウクライナ東部を武力によってロシアから「奪い返す」ことをウクライナの大統領選挙で「選挙公約」をした。ゼレンスキーはバイデン大統領らを説得して、ロシアにウクライナへの侵攻を恣意的にさせた。
