2019-04-18:「メキシコとの国境の壁」のＴＶのｎｅｗｓを見ました。
これはビジネスになる。
アメリカ政府は対策が必用です。
日本の「司法のサンクチュアリ」は「法による統治」ではない。

拝啓。日本のメディアはＴＶや新聞が大きく報道しています。
ドナルドトランプ大統領は4月５日、「メキシコとの国境近く」を訪れ、
「トランプ政権の下」で初めて「完成した壁」を視察した。
ドナルドトランプ大統領が訪れたのは、カリフォルニア州南部のメキシコ国境。
大統領は去年１０月に「完成した壁」を視察して、建設が進んでいることをアピールした。

私は「メキシコ国境との壁」は必要だとの主張です。
ただし、私は毒蛇やサソリを守るために壁を作ることには「疑問」です。
私はメキシコ国境沿いを「特別地帯」にします。
「特別地帯」に多くの「工場」を建設します。
「特別地帯」は世界の「工場」になります。
もちろん、中国との経済戦争に勝つためです。
「壁」は「特別地帯」を「侵入者」から守るためです。
アメリカ経済は「不法移民」で「繁栄」しています。
大統領は「不法移民」を「合法的な移民」に移行するべき、です。
しかしドナルドトランプ大統領が言うように、不法移民の中にはAtrociousな犯罪者もいます。
政府は「不法移民に含まれているAtrociousな犯罪者を排除しなければなりません。

それで「特別地帯」は中南米などからの「貧民」を「暫定移民」としてで受け入れ、ます。
「暫定移民」は一定期間、「特別地帯」の工場で「低賃金の労働者」として働きます。
一定の期間の後、米国社会に安全であると認めた「暫定移民」は、
「正規の移民」として全米で自由に働くことができます。

ＴＶを見て、いて、思いました。
「メキシコの壁をヘリコプターで渡るビジネス」を始める者が現れると思いました。
「夜間に飛行」すれば「アメリア」より発見されずに飛行できます。
メキシコ側から２０、３０Ｍくらい飛び上がって、１０ｍも飛行して、アメリカ側に着地するだけで
トンネルを掘るよりも簡単で格安な方法です。
料金は１０ドルくらいです。

不法移民を必要とする「事業者」がいる限り、アメリカに不法入国する「不法移民」はなくなりません。

日本は、そのために入管法73-2条の
「不法な就労を助長する罪」を立法していますが警察官や検察官は、この法律を適用しません。
彼らは無罪です。
しかし外国人だけが有罪です。

ドナルドトランプ大統領は「法による統治」を「主張」して「サンクチュアリ・シティ」と戦う、
ので素晴らしいと思いました。私は「尊敬」しました。
日本には「サンクチュアリ・シティ」は存在しません。
しかし、日本は「司法」そのものが「司法のサンクチュアリ」です。

私は、2つのことを「訴えて」います。
これは日本政府による「国際的」な「人権侵害」です。
私たちの「honorの回復と賠償」が行われるように、皆様のご支援をお願いします。

１．外国人が「在留の資格」以外の「違法な労働」を行った。しかし外国人は無罪です。

外国人だけが入管法７０条「違法な労働の罪」で処罰されました。
これに対して入管法は不法な労働の「因果関係」である雇用者を入管法７３－２条
（不法な就労を助長した罪）で処罰しています。

しかし、日本の司法は外国人のみを「処罰」しましたが、「雇用者」を「処罰」していません。
これは明らかに「法の下での平等の原則」に反します
そして「恣意的」に外国人だけを「処罰」することを禁じた国際法に違反しています。

違法に外国人を雇用した雇用者が「無罪」であるならば、違法に働かされた外国人も「無罪」です。
そうであれば、入管法70条に対する「刑法の他の犯罪を支援した者」は誰もいません。
「私、KinGungaku、フィリッピン国の外交官、フィリッピン大使館職員」は無罪です。

２．検察が「入管法22-4-4条の支援」を理由として、
入管法70条に対して刑法の60条および62条の
「他の犯罪を支援する罪」を「適用」することは「クレイジー」です。
これは法の論理が狂っている。

外国人が入管法22-4-4条
（虚偽の書類を提出することによるstatus of residenceの取得）に規定する行為を行った。
しかし、これに対する「刑事処罰」はありません。
処分は、法務大臣による「status of residenceの取り消し」と「国外への強制退去」です。
したがって「刑法の60条および62条の「他の犯罪を支援する罪」は適用できません。
「起訴状」が指摘する入管法22-4-4条の「犯罪の理由」は入管法70条とは因果関係がない。
まったく、法の論理が狂っている。

日本政府は「告訴」を「crush」ています。
しかし国家権力による「crush」は「Statute of limitations」の「停止」です。
