Japan counters that other countries also discharge cooling water into their reactors. However, China counters that other countries' water is used as cooling water for nuclear reactors, and that Japan's treated water is wastewater from "contaminated water from nuclear accidents." China is not self-sufficient in fuel for nuclear power plants. Therefore, China's strategy is to use its vast land to generate electricity through solar power generation. China plans to procure 100% of its energy domestically.
