制裁に慎重なロシアや中国も賛成した。
北朝鮮が今後、核実験や（ＩＣＢＭ）発射を行えば、
原油の供給制限に踏み切ることを示唆する文言も盛り込んだ。

ロシアや中国も賛成した意義は大きいと思います。
懸念すべきことは、公海上での検査が見送られたことです。
北朝鮮は、ロシアや中国などの企業と、今まで通り公海上で、
船舶間の積み荷を移し替える方法で、石炭を輸出したり、石油を入手できることです。

米国は引き続き、公海上での積み荷検査を可能にする交渉をしないと、
核開発やミサイル発射を止めることは出来ないと思います。

またアメリカは戦争への準備も必要だと思います。
