日本政府は４月19日、スーダンにいる日本人を国外に退避させるため自衛隊機を派遣する準備を始めた。しかし空港が戦場となっているため、救出できない。無能状態。

ドイツは独連邦軍による自国民の救出作業を急いでいる。しかし戦闘が激化したため計画は失敗したという。スーダンでは軍と準軍事組織の「即応支援部隊（RSF）」による戦闘が続く。

欧米や周辺国、国際機関は停戦を呼びかける。ブリンケン米国務長官は４月18日、軍とRSFの指導者にそれぞれ電話し、即時停戦を求めたと明らかにしていた。しかし、米国に「力」はない。

双方は18日夕から24時間の停戦に入ると表明したが、現地の報道によると交戦が続いた。「ミンスク合意」を破棄したゼレンスキーを支援するので、「合意」が機能しなくなった。

スーダンでは長年、独裁的な政権が続いてきました。しかし、2019年4月、パンや燃料の値上げに抗議する市民のデモをきっかけに、軍がクーデターを起こして独裁的なバシール大統領は失脚しました。

クーデターの後、暫定統治を続けていた軍は民主化勢力と共同統治を行うことで合意。軍のトップのブルハン氏が統治機構を率いながら、経済学者のハムドク首相のもとで民政への移管を進めることになりました。

軍と民主化勢力の対立が表面化し、2021年10月、軍が再びクーデターを起こして実権を握ると、ブルハン氏をトップとする統治のもと、抗議デモへの弾圧が続きました。

国連などが「仲介」に入り、「民政移管」に向けての「協議」が進められた。しかし、「国軍」と「RSF」が「衝突」した。もう誰も手に負えない！

西側諸国の外交官は２０２２年３月、ワグネルがスーダンで違法な金採掘などに関与しているとの見方を示したが、スーダンは否定していた。

ロシア民間軍事会社「ワグネル」は１９日、正規軍と民兵組織との戦闘が激化しているアフリカ北東部スーダンで活動は行っておらず、戦闘には関与していないと表明した

私は、スーダンで救出を待つ外国人を救出するには、「陰でスーダンに影響力を持つロシア」が協力をするしかないと思います。しかし西側諸国はロシアを敵にしてウクライナで戦争をしている。

ブリンケン氏は「ＲＳＦ」と「スーダン軍」の双方のトップと個別に電話し、停戦を合意させた。しかし今の世界、「合意」は何の意味も持たなくなった。

「ミンスク合意を破棄してロシアと戦争をするゼレンスキー」を支援する米国の「二重基準」が、「民主主義」を「放棄」したからだ。

スーダンにはアメリカ人もいる。バイデン政権は、どうやって米国人を救出するのだろう。下手をすると米国は「ＲＳＦとスーダン軍」の双方を敵にして戦争をするのかな？
