世界の脱炭素政策をリードしてきた欧州に、逆風が吹いている。現状ではパリ協定の目標達成が難しいことは明らかだ。

生活が苦しい中。大きなコストを課すことが正しいはずがない。「パリ協定」と「戦争ビジネス」は「分離」するべきだ。

国連気候変動枠組み条約事務局は１４日、各国が策定した温室効果ガスの削減目標を達成しても、３０年の排出量は１９年比で２％減にとどまるとの報告書を公表した。

２％減では、４３％の削減が必要とするパリ協定とはほど遠い。この計画は「無茶苦茶」だ！「笑い話だ」。

インドや東南アジア、アフリカ、中東諸国のエネルギー消費量はいずれも２１年度比で５０年には３～５割の増加が見込まれる。CO2の「配分」を「再計算」するべきです。

英国のスナク首相は９月、ガソリン車の新車販売を２０３０年に禁止する方針を撤回し、３５年に先送りすると表明した。「EV」推進は「陰謀」ではないかと思う。

英政府は気候変動対策に前向きな姿勢を示すために当初目標の４０年を２度にわたって前倒ししたが、ＥＶの価格の高さや充電設備の少なさなどの問題も指摘されていた。英国はやっと理解したようだ。

天然ガスをロシアに依存してきたエネルギー政策を見直す必要にも迫られ、フランスは昨冬、閉鎖予定だった石炭火力発電所の運転を一時再開した。石炭を、悪者にするのは「短絡」だった。

気候変動対策は「脱炭素」であった。それで原発が復活した。しかし原発の稼働に不可欠な冷却水は、その「膨大な廃熱」とともに放射能や化学物質をともなって海に排出される。これこそ「悪」だ！

この「温排水」の存在、あるいは環境への影響が論じられることは少ない。地球温暖化への貢献を旗印として原子力回帰は許されない。海水の温暖化は「北極の氷」を溶かしている。これは「隠せない」。

ドイツでは６月、「反グリーン」を掲げる極右政党が「郡の首長選挙」で初勝利した。英国の方針転換も、７月の補欠選挙で「脱炭素政策を重視する野党」が「苦戦」したことが要因とされる。やっと「冷静」になったようだ。

化石燃料の「脱ロシア化」を叫ぶ欧州が、ロシア産LNGの輸入を増やしている現実。欧州は「事実」を隠すことを、やめるべきだ。

EUの天然ガスの脱ロシア化は進む一方、ロシア産LNGへの依存が強まっているという「アンビバレント」な「現象」をどう考えればいいのか。「二重基準」が「露呈」したようだ。

結局、EUで削減が進んでいるのは、パイプラインを経由して輸入してきたロシア産天然ガスだけだ。

対ロ制裁の対象から外れているLNGに関しては、むしろその量が増えている状況となっている。ウクライナ戦争はアメリカの「シェールガス」の拡販の為だったようだ。

ベルギーやスペインなどがロシア産LNGの輸入を増やしている最大の理由は、やはり天然ガスの供給不安への懸念があるようだ。アメリカ産は価格が高すぎる。

EUは対ロ制裁の一環として、2023年2月にロシア産石油製品の輸入を禁止している。しかし、マジックで。。。。

2023年に入って「インド製石油製品」の輸入を増やしているEUだが、インドは「ロシア産原油」の輸入を増やしている。結果的に、ロシア産原油が石油製品としてEUに流入している。

ロシア産原油の「裏口流入」と認識しているEUはインドに対してロシア産原油を精製した石油製品の輸出をやめるよう呼び掛けている。（心にもないことを！）

しかし、原油に色がついていない以上、その取引を止めることはできない。これは「EU」の「二枚舌」だ。本音は「欲しい」。

2027年までのロシア産化石燃料の排除という目標の達成も、「曖昧」になる可能性は「否定できない」。

ついでにウクライナ戦争も「曖昧でも良い」から、終わらせるべきだ。「戦争ビジネス」はやめるべきだ。真剣に、庶民のための政治をするべきだ。
