なるほどね。中佐以上が「水の上を歩く」のだが、階級によって可能な状況が異なる、と。
大将（将軍）：台風の中でも水の上を歩き、神に方針（政策）を授ける。
大佐：海が穏やかな場合に水の上を歩き、神と話ができる。

巨大な機構の中で、利害が錯綜する諸関係部門間をさくさくと調整し捌くパワーが必要なのだろうね。
兵士らの共感と支持を得つつ、上級官庁との関係も円満に、不可能ともいえるプロジェクトを見事に仕上げる。
それをやって恨みをさほど買わない人物で、かつ・・・・。
いやぁ、大きな組織の中での実力と昇進の関係のくだりは、興味深い。
ある程度上に行くと、引きだとか何だとか、実力だけではない運のような要素が大いに影響するのは、どこの世界でも同じか。
その「実力」自体、いわく言い難い要素が大いに影響する。
平時にはなおさらなのだろう。
去年亡くなったシュワーツコフ将軍の回顧録でも、興味深いくだりがあった。
身の振り方を人事課勤務当時のシュワーツコフに相談に来る中佐たちの話。
シュワーツコフ自身も、近くで見れば何かと言われたようなのだが、圧倒的な実績の前には障害にならなかったのだね。
